Recently, the State Council issued the Action Plan for Promoting Large-Scale Equipment Renewal and Trade-In of Consumer Goods. The plan states that promoting large-scale equipment renewal and trade-in of consumer goods is an important measure for accelerating the construction of a new development pattern and promoting high-quality development. It will strongly boost investment and consumption, benefiting both the present and the long term. Four major actions should be implemented: equipment renewal, trade-in of consumer goods, recycling and circular utilization, and standards upgrading. These will vigorously promote the production and application of advanced equipment, drive the continued increase in the share of advanced production capacity, bring more high-quality durable consumer goods into residents' lives, smooth the resource recycling chain, and substantially improve the quality and level of the national economic cycle.
Among these, in implementing the equipment renewal action, the plan specifies that equipment renewal and transformation in key industries should be advanced. Centered on advancing new industrialization, with energy conservation and carbon reduction, ultra-low emissions, safe production, digital transformation, and intelligent upgrading as important directions, and focusing on key industries such as steel, nonferrous metals, petrochemicals, chemicals, building materials, electric power, machinery, aviation, shipbuilding, light and textile industries, and electronics, efforts should be vigorously made to promote the renewal and technological transformation of production equipment, energy-using equipment, and power generation, transmission, and distribution equipment. The promotion of energy-using equipment reaching advanced energy efficiency and energy-saving levels should be accelerated, and energy conservation and carbon reduction transformations should be implemented by industry and by field. Intelligent manufacturing equipment and software should be promoted and applied, the construction and widespread application of the industrial internet should be accelerated, and new models empowering the digital economy should be cultivated. Mandatory standards on energy consumption, emissions, and safety as well as the requirements of equipment elimination catalogs should be strictly implemented, and substandard equipment should be eliminated in accordance with laws and regulations.
Equipment renewal in the building and municipal infrastructure sectors should be accelerated. Centered on building new urbanization, in conjunction with advancing urban renewal and the renovation of old residential communities, renewal and transformation should be advanced by category, focusing on residential elevators, water supply, heating, gas supply, sewage treatment, environmental sanitation, urban lifeline projects, and security. The renewal of old residential elevators that do not meet current product standards and carry high safety risks should be accelerated. The upgrading and transformation of waterworks and pressurized water storage and supply facilities and equipment across localities should be advanced. Heating metering transformation should be advanced in an orderly manner, and the renewal and transformation of heating facilities and equipment should be continuously advanced. With emphasis on exterior wall insulation, doors and windows, and heating devices, energy-saving renovation of existing buildings should be advanced. The renewal and transformation of aging gas and other pipelines should be continuously implemented. The efforts to shore up weaknesses and strengthen weak links in urban domestic sewage and garbage treatment facilities and equipment should be accelerated. The construction of supporting IoT intelligent sensing equipment for urban lifeline projects such as underground pipe networks, bridges and tunnels, and manhole covers should be promoted. The transformation of security equipment such as video surveillance in key public areas and on roads should be accelerated.
In implementing the recycling and circular utilization action, the recycling network for waste products and equipment should be improved. The development of a "trade-in + recycling" logistics system and new models should be accelerated, and durable consumer goods manufacturers and sellers should be supported in building reverse logistics systems or cooperating with professional recycling enterprises to collect waste consumer goods door-to-door. The renewable resource recycling network should be further improved, and support should be given to building a number of centralized sorting and processing centers. The layout of end-of-life vehicle recycling and dismantling enterprises should be optimized, and the door-to-door vehicle pickup service model should be promoted. The recycling channels for office equipment of public institutions should be improved. The development of online trading platforms for waste products and equipment should be supported.
High-level resource recycling should be promoted. Renewable resource processing and utilization enterprises should be guided toward clustered and large-scale development, and inefficient production capacity should be guided to withdraw gradually. Support policies for the treatment of waste electrical and electronic products should be improved, and the scope of the treatment system for waste electrical and electronic products should be studied for expansion. Support should be given to building a number of intensive processing industrial clusters for renewable resources such as scrap steel, scrap nonferrous metals, and waste plastics. Biomass liquid fuels using waste oils and fats and non-grain biomass as main raw materials should be actively and orderly developed. Exploration should be made into building information-based traceability systems for the use of recycled materials such as recycled plastics and recycled metals that comply with international standards. The technical level of scrap nonferrous metal utilization should be continuously improved, and the research, development, and application of extraction technologies for rare and precious metals should be strengthened. Import standards and policies for retired power batteries, recycled materials, and the like should be improved in a timely manner.
