"Our company handles a large volume of applications. In the past, we had to collect paper certificates on site, and issues such as loss or damage were hard to avoid. Now with electronic certificates, we can simply present them for use—very convenient." A staff member recently said this with satisfaction after a project in Zhanhua Economic Development Zone, Shandong Province, obtained an electronic construction project planning permit through the engineering construction project approval and management system.
This year's Government Work Report pointed out the need to comprehensively improve administrative efficiency and accelerate the building of a digital government. The National Housing and Urban-Rural Development Work Conference held at the end of last year called for accelerating the implementation of "Digital Housing and Urban-Rural Development." Expanding the application scope of electronic certificates is an important part of enabling more government services to be handled online, on mobile devices, and in a single visit, and of advancing full-life-cycle digital management of engineering construction projects.
  Electronic Enterprise Qualifications
Since last year, many places have actively promoted electronic certificates for construction enterprise qualifications.
Among them, the Department of Housing and Urban-Rural Development of Sichuan Province required that starting March 1, "electronic certificates" be启用 for four types of enterprise qualifications including construction engineering. This further improves the informatization level of enterprise qualification approval management. Four types of enterprise qualification certificates—construction enterprise qualification certificates (construction, engineering survey, engineering design, and engineering supervision), real estate development enterprise qualification certificates, and real estate appraisal institution filing certificates—shall be implemented as "electronic certificates," with the same effect as "paper certificates." When an enterprise applies for qualification approval and is approved, it will be converted to an "electronic certificate," and its original "paper certificate" shall be invalidated at the same time. Existing "paper certificates" for construction enterprise qualifications shall remain valid until converted to "electronic certificates," and enterprises may continue to use "paper certificates" to participate in various construction market activities. Existing filing certificates for specialized operation enterprises shall be uniformly converted to "electronic certificates," and their original "paper certificates" shall be invalidated at the same time. Enterprises may download their own "electronic certificates" by logging into the provincial department's qualification application system. Other entities (individuals) may log into the Sichuan Provincial Construction Market Supervision Public Service Platform or scan the QR code on the "electronic certificate" to verify its authenticity and related information.
In addition, Yunnan, Shandong, and other places are also accelerating exploration to expand the scope of electronic certificate applications.
Recently, the Housing and Urban-Rural Development Bureau of Jinning District, Kunming City, Yunnan Province, issued the first electronic certificate for preliminary design review of construction and municipal engineering projects. This is a concrete manifestation of the bureau's active exploration of promoting the use of "electronic certificates," expanding application scenarios for electronic certificates, and achieving another upgrade in approval services. According to reports, for approval service matters implementing "electronic certificates," approval personnel complete application acceptance, review, and approval online, and generate electronic certificates synchronously upon completion of approval. Applicants can download and print the electronic certificates themselves without needing to collect paper certificates at the window, truly achieving "zero errands" review. At the same time, this effectively avoids problems such as certificate loss or damage caused by poor personal safekeeping.
At a themed press conference held in Shandong Province on "Making Greater Efforts to Shape a High-Standard Business Environment," the head of the Shandong Provincial Department of Housing and Urban-Rural Development stated that the province will accelerate the reform of full-life-cycle digital management of projects, comprehensively promote electronic certificates for high-frequency matters, and for high-frequency matters such as construction permits and completion acceptance filing, promote the synchronous issuance and real-time collection of electronic certificates and physical certificates; strengthen the application of electronic seals and electronic materials, and explore paperless project submission in areas such as environmental impact assessment, energy assessment, and joint acceptance.
  Electronic Equipment Registration
In addition to achieving electronic and digital enterprise qualifications and handling processes, digital management of equipment in engineering construction is also crucial. To improve the digital level of construction safety supervision, the Ministry of Housing and Urban-Rural Development required 13 provinces (autonomous regions and municipalities directly under the Central Government) to carry out trial operation of electronic certificates for construction tower crane and other lifting machinery use registration certificates.
The Department of Housing and Urban-Rural Development of Zhejiang Province required that newly issued construction lifting machinery use registration certificates throughout the province fully adopt the nationally unified electronic certificate for construction lifting machinery use registration. Electronic certificate coding shall be carried out through the National Engineering Quality and Safety Supervision Information Platform, using the nationally unified template for construction lifting machinery use registration electronic certificates. Localities may no longer issue paper certificates (or original electronic certificates); previously issued paper certificates (or original electronic certificates) that remain within their validity period shall continue to be valid. Electronic certificate information shall include the certificate number, equipment type, specifications and model, property rights unit, project name, project address, issuing authority, date of issuance, QR code, and so on.
Housing and urban-rural development authorities at all levels shall uniformly log into the "Zhejiang Construction Qualification Approval and Supervision System" for approval. Housing and urban-rural development authorities of all cities, counties (cities, districts) shall, in accordance with the principle of "whoever approves is responsible," designate dedicated personnel and consolidate work responsibilities. Housing and urban-rural development authorities of all cities, counties (cities, districts) shall be responsible for handling matters such as revocation, cancellation, invalidation, and modification of electronic certificates. At the same time, they shall further maintain the administrative licensing matters for construction lifting machinery use registration and improve approval processes and staffing. Approval personnel shall be organized to strengthen learning and become proficient in the operation of the approval system.
Beijing, the capital, started early. In recent years, the Beijing Municipal Commission of Housing and Urban-Rural Development has actively promoted the digitalization of construction safety supervision, implemented electronic certificates for construction lifting machinery use registration, and achieved full-process digital supervision covering construction lifting machinery filing, testing, acceptance, use registration, and installation and dismantling notification. Government services for construction lifting machinery have achieved "one-stop online handling," effectively accelerating the digitalization of construction safety supervision in the capital's housing and urban-rural development sector. The nationally unified electronic certificate for construction lifting machinery use registration will help connect municipal data with the National Engineering Quality and Safety Supervision Information Platform, avoid "data islands," realize cross-regional mutual recognition and interconnection of certificates, and enable interconnected data sharing, thereby continuously advancing full-life-cycle digital management of engineering construction projects and helping the capital's housing and urban-rural development cause achieve high-quality development.
