It was learned from the press conference that, in terms of digital empowerment reform, at the end of last year Jinan was successfully selected as one of the 27 pilot cities nationwide for the reform of full-life-cycle digital management of engineering construction projects. As one of the important measures of the "Project Deepening Year" and the construction of Digital Jinan, the reform pilot work was written into this year's municipal government work report. At present, the "Jinan Pilot Work Plan for the Reform of Full-Life-Cycle Digital Management of Engineering Construction Projects" has been issued. In the future, the Jinan Municipal Administrative Approval Service Bureau will focus on advancing the reform pilot work in the following three aspects: advancing the digitalization of commencement approval. Improve the intelligent guidance and smart form functions, advance paperless project application throughout the entire process, and achieve precise guidance for project enterprises to complete item declarations. Advance the digitalization of supervision and acceptance. Improve the functions of digital supervision of construction quality and safety, online handling of the entire joint acceptance process, and digital archiving of engineering files, so as to achieve precise digital management throughout the entire process. Advance the digitalization of management scenarios. Relying on the engineering approval system, create digital project application scenarios, integrated scenarios of supervision and acceptance, and real-estate-related application scenarios.

This year, the Jinan Municipal Administrative Approval Service Bureau will, in accordance with the requirements of "efficiently handling one matter," aim to improve the convenience, speed, and satisfaction of enterprises and the public in handling matters, further optimize services and improve efficiency, and focus on doing the following work well: Continuously standardize the comprehensive service of "one-window acceptance." In the engineering construction project service zone, establish a three-level triage service model for project consultation consisting of "window + project steward studio + assistance center": general problems are answered at the window, complex problems are resolved by the approval specialist studio, and difficult problems are diagnosed and handled by the steward assistance center, providing project enterprises with a VIP-level service experience in the zone. Optimize the "project steward" service. Centering on precise assistance services, launch "four exclusive services" for the already announced provincial and municipal key projects: equip exclusive project stewards, draw exclusive flow charts, formulate exclusive assistance plans, and carry out exclusive docking services. Carry out the themed assistance service activity "Project Deepening Year, Stewards by Your Side," focusing on major industrial projects, going deep into the front lines of enterprises, projects, and construction sites, delivering services, policies, and safeguards to enterprises, proactively and precisely helping enterprises solve relevant problems, and enhancing the ability to serve real-economy projects.
