In recent years, Yingshang County, Anhui Province, has gone all out to accelerate the construction of major industrial projects, adhering to the principle of "factors follow the projects," striving to strengthen safeguards for all types of factors, and taking multiple measures to promote the early completion, early commissioning, and early achievement of results for projects.

　　Recently, at the construction site of the new project of Anhui Xiangsheng Technology Co., Ltd., dozens of workers were busy with formwork erection, steel tying, earthwork excavation, and other tasks, working together to seize the golden construction period and ensure the project is completed and put into production as soon as possible.

　　It is understood that the new project of Anhui Xiangsheng Technology Co., Ltd. has a total planned investment of 35 million yuan. The project will build an innovative technology building centered on scientific and technological research and development, integrating functions such as business offices, an R&D center, and product exhibition and sales. Among these, an independent R&D center of 1,600 square meters will be expanded, built to the standard of a "*** Key Laboratory," with automotive-grade, medical, aerospace, and military products as key R&D fields, continuing to focus on innovation and technological upgrading of high-end resistor products.

　　As the first privately controlled enterprise in China to produce chip resistors, Anhui Xiangsheng Technology Co., Ltd. has consistently adhered to innovation-driven development since settling in the Yingshang Economic Development Zone in 2018, continuously accelerating the construction of scientific research platforms and the commercialization of scientific and technological achievements.

　　Yang Xiong, deputy general manager of Anhui Xiangsheng Technology Co., Ltd., introduced: "The projects currently under construction are an R&D building and a dormitory building. The R&D building is expected to involve an investment of about 20 million yuan, with plans to build a *** Senas Laboratory. The completion of the laboratory will be of great benefit to our later market expansion and customer development, and will enhance our R&D capabilities as well as our influence across the entire industry."

　　Factors follow the projects. In recent years, Yingshang County has consistently adhered to the efficient allocation of factors. In terms of land safeguards, it has coordinated additional construction land quotas, focusing on ensuring the smooth construction of major projects at the municipal level and above; in terms of energy safeguards, through outward expansion and internal tapping of potential, it has coordinated resources both within and outside the county, striving to resolve energy factor safeguard issues for major projects. At the same time, it has actively used market-based means to allocate factor resources, providing full support to projects in terms of land, labor, equipment, and other factors.

　　Liu Jiajun, director of the Economic Development Bureau of the Yingshang Economic Development Zone, stated that with regard to the business environment for enterprises, the management committee has adopted a dedicated assignment system for each enterprise and regularly takes the initiative to visit enterprises to understand their needs; in terms of enterprise financing, the management committee has cooperated with multiple institutions such as provincial, municipal, and county guarantee centers, platform companies, and banks to carry out businesses such as "park loans." In 2023, a total of 290 million yuan in loans was coordinated for enterprises in the park, effectively helping them solve working capital difficulties. At present, the management committee has specially established a business environment center to proactively collect issues faced by enterprises in the park regarding financing, employment, land use, water, electricity, gas, and other supporting facilities, hold weekly symposiums inviting enterprises to participate and provide on-site services for enterprises, and solve practical problems for enterprises in a down-to-earth manner.
