Since the beginning of this year, a number of major projects have been accelerated, including the Shenzhen Bay Super Headquarters Base, the East Port Area of Yantian Port, the Xinqiao East Advanced Manufacturing Industrial Park, and the Shenzhen International Exchange Center; livelihood projects in energy, water affairs, roads and bridges have been smoothly constructed, and the role of state-owned capital and state-owned enterprises as a "stabilizer" and "ballast" has been further highlighted.
In recent days, [we] visited municipal state-owned enterprises in Shenzhen to experience firsthand the bustling scenes of major projects being accelerated.

Building Nests to Attract Phoenixes and Cultivate New Quality Productive Forces
Looking back at 2023, municipal enterprises completed investment of 280 billion yuan in Shenzhen, an increase of 27% over the previous year; fixed asset investment in Shenzhen exceeded 200 billion yuan, an increase of 28% over the previous year, accounting for about one quarter of the city's total and ranking among the top of the country's 37 provincial-level state-owned asset regulatory bodies; they undertook 184 major projects across the city, completed investment of more than 120 billion yuan, accounting for about one third of the city's total, with a completion rate of 102%. Looking ahead to 2024, state-owned enterprises will maintain their momentum in major project construction and contribute to Shenzhen's high-quality development.
Walking into the Xinqiao East Advanced Manufacturing Industrial Park, a busy scene unfolds before one's eyes. Most of the land here has been cleared and leveled, dump trucks and engineering vehicles shuttle back and forth, and workers are pressing ahead with operations... inlaying a "golden pearl" into the "Golden Inner Bay" and taking a solid step from blueprint to reality.
The Xinqiao East Advanced Manufacturing Industrial Park is Shenzhen's **square-kilometer-level "industrial-to-industrial" urban renewal project and one of the first batch of "industry-upstairs" pilot demonstration parks. It is jointly built and developed by the Bao'an District Government and the municipal state-owned **major enterprise Shenzhen Investment Holdings, aiming at the "3 x 500" goals of 50 billion yuan of investment, 5 million square meters of industrial space, and 50 billion yuan of regional GDP, striving to build Xinqiao East into a global benchmark industrial park. The project focuses on four major industries: industrial machine tools, laser and additive manufacturing, precision instruments and equipment, and intelligent robots, promoting the development of new quality productive forces.
Tan Linhua, deputy general manager of Shenbaoshi Group, introduced that as of now, more than 1 million square meters of the Xinqiao East project has started construction; the 200,000-square-meter "industry-upstairs" factory buildings in Park No. 1 have completed initial completion acceptance and will be delivered for use by the end of this month. Park No. 2 has begun temporary construction and site layout, with the basement structure capped in June this year. Once the park is fully completed, it will provide more than 1.83 million square meters of high-quality industrial space and gather more than 300 advanced manufacturing enterprises, providing strong support for Shenzhen to accelerate the advancement of new industrialization.
As Shenzhen's **urban renewal project for cultural and tourism formats, the Xiaomeisha area renovation project has a coordinated planning area of 3.9 square kilometers, involving urban renewal units, a seaside park, a country park, a transportation hub center, and a new ocean world, among others. The project is invested and constructed by the municipal state-owned enterprise Tefa Group. Relying on Xiaomeisha's natural mountain and sea resources, the overall renovation of the area follows the mountain-sea integrated city concept of "livable, workable, and visitable" and the integrated business layout of "scenic area + block + community," leading Shenzhen's high-quality urban coastal living.
At present, all work in the Xiaomeisha area is proceeding as planned. The east plot of Jinhai Plaza and Meisha Living Room were completed at the end of last year; the MGM Hotel and the seaside park will open for business in May this year; the entire area is expected to be completed in 2025.

Livelihood Projects Under Construction in Full Swing
The municipal state-owned enterprise Shenzhen Energy Group has sounded the call to strive. As the supporting power source for Shenzhen's load center, Mawan Power Plant adheres to the concept of "consolidating the foundation and expanding the new, improving quality and increasing efficiency," improving unit efficiency and environmental emission levels, and providing higher-quality and more reliable comprehensive energy supply services for Shenzhen's urban development. At present, the construction of Phase I of the Mawan Power Plant gas power upgrade and renovation project has fully resumed work, and the quality supervision and inspection before the steam turbine cover installation has been successfully completed. After Unit 5 was started, Unit 6 was also successively started and connected to the grid for power generation.
Recently, with the precise placement of the last steel box girder, the full span of the Baihua River main line bridge of the northern extension of Longlan Avenue, constructed by the Road and Bridge Group under the municipal state-owned enterprise Special Zone Construction Engineering Group, was smoothly completed, laying a solid foundation for the main line to open to traffic. The northern extension project of Longlan Avenue is located in Longhua District. Upon completion, the project will improve Shenzhen's "eight horizontal and thirteen vertical" expressway network and is of great significance for supporting and driving the economic development of Longhua District and building Longhua District's "one circle, one area, three corridors" development pattern.
Multiple raw water projects of Shenzhen Raw Water Company under the municipal state-owned enterprise Shenzhen Water Group have entered "spring busy mode."
At the construction site of the Wuzhipa water diversion shaft on the key route of the Luotian Reservoir-Tiegang Reservoir water conveyance tunnel project, on the working face inside the shaft with an inner diameter of 34 meters, nearly 40 workers are simultaneously carrying out blasting hole layout, rock excavation and transport, foundation pit support, and steel bar binding in different areas, with multiple processes interwoven in parallel and connected in an orderly manner... At present, of the total 22 layers of lining walls, construction has reached the 19th layer. Once the project is completed, it will realize the optimized allocation of water from the Xijiang River within Shenzhen and guarantee water supply for the western area.
The Gongming Reservoir-Qinglinjing Reservoir connection project, which links important reserve water sources in eastern and western Shenzhen, is likewise in full swing. Recently, accompanied by the roar of large machinery, the first underground diaphragm wall of the bus terminal working shaft, one of the six working shafts on the main line, was smoothly drilled, kicking off the prelude to the Gongqing project's vigorous and all-out construction.
