Harbin Hongtu Industrial Co., Ltd., an industrial enterprise in Xiangfang District, has fully resumed work. More than 130 workers are working in shifts around the clock without stopping production, "going full throttle" to catch up on production orders; the district's main leaders led a team to Shanghai and Beijing to carry out investment promotion activities, actively connecting with Liando Group, Tsinghua University, China Railway Investment Group and others on relevant projects... After the Spring Festival, the entire Xiangfang District has been firmly focused on its goals and full of drive, pressing ahead intensively across all stages of project construction—project planning and reserves, investment promotion, service guarantees, and landing and commissioning—doing its utmost to drive project construction to "accelerate" and striving to achieve a "good start" and "success for the whole year."

　　Xiangfang District is thoroughly implementing the "four major strategies" of strengthening the district through industry, innovation-driven development, reform empowerment, and opening-up and cooperation, persisting in invigorating industry through projects and promoting revitalization through industry. As of now this year, it has carefully planned and reserved 29 key provincial and municipal projects, with total investment exceeding 12 billion yuan.

　　It is understood that in 2023, the district focused on advancing 37 key provincial and municipal projects, completing investment of 5.458 billion yuan, or 108% of the annual plan. Among them, 16 projects, including Phase I of the Liando Xiangfang Science and Technology Innovation Valley and the newly built cold storage of Baoding Agricultural Products Cold Chain Logistics, were completed and put into operation, expected to add nearly 1 billion yuan in output value and create nearly 1,000 jobs. This year, Xiangfang District has made project construction the district's "No. 1 Project," vigorously implementing the "Project Construction Breakthrough Year" action, seeking projects around advantageous existing enterprises, around central-local cooperation, around distinctive cultural tourism, around scientific and technological innovation, around platforms such as the development zone and comprehensive bonded zone, around improving urban functions, and around what the people need and expect, striving to build a batch of major industrial projects, major infrastructure projects, and major livelihood projects with strong driving force, wide辐射 range, and good market prospects, laying a solid foundation for high-quality development and sustainable revitalization.

　　At the start of the new year, based on the district's actual conditions, the district planned 29 key provincial and municipal projects in advance, focusing on advantageous existing enterprises, central-local cooperation, and distinctive cultural tourism, with total investment of 12.114 billion yuan and an annual planned investment of 2.354 billion yuan. Among them, there are 14 continued construction projects with total investment of 7.821 billion yuan, and 15 newly started projects with total investment of 4.293 billion yuan.

　　According to Lu Guang, director of the Xiangfang District Development and Reform Bureau, in order to solidly carry out the "Project Construction Breakthrough Year" action and vigorously promote project landing, resumption of work and construction, and rapid achievement of production and results, Xiangfang District has issued 13 special working mechanisms covering early-stage project reserves, key project advancement, project construction supervision, and annual project assessment, guiding the whole district to foster a strong atmosphere in which everyone plans projects and everyone promotes development. It has formulated the "Xiangfang District Project Planning Color Warning Mechanism" and the "Project Planning Field Responsibility Mechanism." Through color warnings and field-based responsibility, using red, yellow, green, and white labels, all departments can intuitively understand and grasp the project reserve situation in each investment field and accurately grasp the dominant direction of project planning and work gaps. Following the principle of "report each one as soon as it is mature," projects that meet application conditions are subject to "review and report immediately," quickly striving to have projects included in the provincial and municipal key project libraries, advancing them in overlapping sequence, and promoting early project landing and early commencement. At the same time, it continues to implement the service models of "leadership responsibility + special task force + chief service officer" and "special zone + special task force + specialist," ensuring commencement, progress, and commissioning.

　　In advancing project construction, Xiangfang District focuses on the difficulties of project construction and connects with project needs. During the construction of the Harbin Electric Machinery Factory pumped-storage project, Xiangfang District took the initiative and helped the enterprise solve problems constraining construction, ensuring the project started on schedule; at present, project construction is progressing smoothly. Harbin Hongtu Industrial Co., Ltd. is an industrial enterprise mainly engaged in producing deeply processed products such as lightweight high-strength structural parts for automobiles and materials for prefabricated building components, as well as manufacturing new-type pipe machinery and equipment. Upon reaching full production, its annual output can reach 300,000 tons. To meet the enterprise's production needs, Xiangfang District specially allocated 1 million yuan to build a parking lot and roads for the enterprise. At the same time, it actively introduces advantageous projects that fit the modern industrial system. Focusing on "digital + medical care," it actively connects with Weiyi Group to jointly plan the Northeast Headquarters project of the Digital Healthcare Community, build a provincial pilot platform for digital medical reform, and comprehensively improve the level of primary health and medical services. During project negotiations, Xiangfang District took the initiative to provide forward-leaning services, actively connecting with grassroots community health service centers, hospitals, and platforms such as Vanke and the Digital Port in the jurisdiction according to enterprise needs, and pragmatically conducting market research and enterprise site selection. Departments including natural resources planning, ecological environment, housing and urban-rural development, and law enforcement moved their gates forward and provided specific guidance in advance. At present, the renovation of the project command center is nearing completion, project staff will formally enter to begin work in the near future, and the site selection for the physical hospital has been completed.

　　It is understood that at present, a batch of infrastructure and livelihood projects that the people need and expect, such as the rural road quality improvement and upgrading project and the off-site construction of the Xiangfang District Maternal and Child Health and Family Planning Service Center, are also being methodically planned and advanced.
