This year's Government Work Report proposed for the first time the launch of an "AI+" initiative. This has greatly encouraged the industry. From "Internet+" to "AI+", the focus on using "intelligence" to enhance "quality" may drive all sectors into a new round of revolutionary change.

Artificial intelligence is the simulation, extension, and expansion of human intelligence. As a strategic technology leading the future, AI is widely regarded as a typical representative and important engine of new quality productive forces.

At present, AI has taken root and grown across many industries including finance, industrial manufacturing, power and energy, biomedicine, education, transportation, entertainment, government affairs, and agriculture, and is accelerating its integration with the real economy. From smart manufacturing to smart healthcare, from autonomous driving to smart homes, the strength of "AI+" has begun to show. But generally speaking, the AI people use in daily life still mostly remains at "writing poems and painting pictures," and has not yet achieved more disruptive results in "extending human capabilities."

At this year's National Two Sessions, Yang Jie, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and Chairman of China Mobile, brought a proposal on comprehensively advancing the "AI+" initiative and accelerating the formation of new quality productive forces. In his proposal, he suggested focusing on the people's needs for a better life in areas such as education, healthcare, elderly care, and entertainment, accelerating the layout of new tracks in strategic emerging industries and future industries such as humanoid robots and autonomous driving, so that AI can not only "write poems" but also "do things."

This is the people's expectation, and also the focus where relevant industries should direct their efforts. On the one hand, AI should be enabled with stronger cognitive ability, judgment, and creativity, and the coordinated development of computational intelligence, perceptual intelligence, cognitive intelligence, and motion intelligence should be advanced in an integrated manner. On the other hand, a batch of exemplary benchmark applications oriented toward key sectors of the national economy should be cultivated, deep integration of the innovation chain, industrial chain, capital chain, and talent chain should be promoted, and the breakthrough and widespread application of AI technology should be accelerated.

As a disruptive technology with wide-ranging impact, the ethical and moral issues brought by AI in its application and development cannot be ignored. To ensure that AI is safe and controllable while serving society, it is necessary to enhance governance effectiveness in content risk management, data privacy protection, science and technology ethics standards, and other aspects, and to form a fully trustworthy integrated "AI+" security system.
