Recently, the Housing and Urban-Rural Development Work Conference of Luoyang City, Henan Province was held. In 2024, Luoyang will plan and implement 12 key housing and urban-rural development tasks, including urban quality improvement, healthy development of the real estate market, transformation of the construction industry, rural market town construction, and protection of the historic and cultural city, so as to enhance people's wellbeing and push high-quality development of housing and urban-rural development to a new level.
In 2024, the city will advance the Jiaozuo-Luoyang-Pingdingshan section of the Hohhot-Nanning High-Speed Railway, the new terminal building of Luoyang Airport, and the reconstruction project of the Luoyang ring-road section of G208 Erxi Line, accelerate the construction of three expressways including the Zhengzhou-Luoyang Expressway, start construction of the Songxian-Neixiang and Luoyang-Songxian expressways, and speed up the creation of the city as the third batch of national green freight distribution demonstration cities.
Implement 143 urban old residential community renovation projects involving 26,833 households, ensure that all old residential communities built before the end of 2000 are fully renovated, achieve full coverage of property management, and realize "installation wherever possible" for elevator additions.
Actively advance major projects such as Xuanwu Gate Avenue and the Binhai South Road underpass, and continue to promote the upgrading and reconstruction of 16 roads including Huaxia Road and Longfeng Road.
Advance three major projects including the Phase II expansion of the High-tech Water Plant to improve the quality of water supply in the central urban area; launch the rainwater and sewage pipeline renovation of the Zhengzhou-Xi'an High-Speed Railway underpass at Kaiyuan Avenue and Binhai South Road, and complete the expansion of the Yibin Sewage Treatment Plant and the Phase II expansion of the Chandong Sewage Treatment Plant.
Complete the construction of 65 neighborhood centers and 50 community sports parks; accelerate the construction of Luoyang Culture and Tourism Vocational College and Luoyang Polytechnic, build one new municipal high school, complete the upgrading and renovation of eight municipal high schools, and build or expand 36 compulsory education schools; accelerate the construction of projects such as the Luoyang Hospital of the Second Affiliated Hospital of Xi'an Jiaotong University; add 10 standard-compliant township health centers, and start construction of a rehabilitation center and a care center for persons with disabilities.
Advance urban renewal in areas such as the district where the Luoyang Central Urban Area Science and Technology Industry Improvement Project is located, seize the opportunity of national urban village renovation policies, and push for the implementation of 32 urban village renovation projects as soon as possible.
In conjunction with the renovation of old sewage pipelines and combined rainwater-sewage pipelines, implement 37 micro-renovation projects on municipal roads and complete the renovation and upgrading of 55 back streets and alleys.
Fully implement the "Several Measures on Further Promoting the Stable and Healthy Development of the Real Estate Market"; complete the task of raising 10,535 units of affordable rental housing, accelerate the construction of Phase II public rental housing of Dongfang Guangyuan, and pay various housing subsidies for talent and disadvantaged groups in full and on time; all 49 projects and 17,960 units in the second batch of guaranteed housing deliveries shall be fully delivered by the end of June.
Take market town construction as the starting point to promote integrated urban-rural development, and strive to achieve 40% "standard-compliant market towns", 20% "demonstration market towns", and over 8% "premium market towns"; accelerate the follow-up construction tasks of integrated rural water supply and drainage, with each county and district managing subsequent operations well, and 2,617 villages achieving integrated operation by the end of the year; continue to promote rural domestic waste classification, with coverage in over 80% of the city's administrative villages.
Seize the national opportunity to carry out urban village renovation and affordable housing construction in mega and super-large cities, revitalize land resources, increase effective investment, and stimulate the vitality of the construction industry market; accelerate the extension of the green building industry chain, formulate the "Implementation Plan for Cultivating the Green Building Materials Industry Chain of Luoyang City", and build a group of well-known green building materials enterprises through measures such as financial support, project guidance, cooperation with institutes, and product packaging.
Launch the construction of the Luoyang Historic and Cultural City Protection and Management Platform and the directory database, and create a one-map information database and one-stop daily supervision service for the historic and cultural city; plan and implement a batch of projects for the protection, repair, and adaptive reuse of old factory buildings and historic buildings, such as the "No. 36 Block" of Soviet-style buildings in the Jianxi Industrial Heritage and the former "537 Factory" in Chanhe District.
Accelerate the upgrading of the city's engineering construction project approval system, promote paperless project submission and electronic licenses, continuously expand the scope of "zero-visit" matters, and comprehensively improve approval efficiency.
