On March 5, the Second Session of the 14th National People's Congress opened at the Great Hall of the People in Beijing. All departments and directly affiliated units of the Ministry of Housing and Urban-Rural Development, the housing and urban-rural development departments of all provinces, autonomous regions, municipalities, and the Xinjiang Production and Construction Corps, as well as numerous experts and scholars, carefully watched the two sessions through various means and listened to the Government Work Report. Everyone discussed their gains, understanding, and plans in light of their actual work, organized study and discussion in a timely manner, and quickly set off an upsurge of studying and implementing the spirit of the two sessions.
Be good executors, doers, and practical workers
The Government Work Report mentioned "strengthening the renovation of old urban residential communities and the supply of affordable housing, benefiting tens of millions of families." As housing security workers, all comrades of the Housing Security Department were greatly encouraged and deeply aware of the glorious mission and heavy responsibility. Everyone unanimously stated that in "increasing the construction and supply of affordable housing" and "advancing the renovation of urban villages," they should focus on starting construction, secure land and special bonds, special loans, and commercial supporting loans, promote the accelerated start of projects, and form physical work volume as soon as possible; focus on quality and safety, do a good job in community and apartment layout design, supporting facility construction, and public service supply, and ensure project quality and construction safety; focus on project reserves, adhere to "determining construction by demand," strengthen project planning and reserves, form a rolling project advancement mechanism of "implementing a batch, reserving a batch, and planning a batch," and vigorously, orderly, and effectively advance the construction of affordable housing and the renovation of urban villages, continuously enhancing the sense of gain, happiness, and security of people with housing difficulties.
All comrades of the Department of Engineering Quality and Safety Supervision unanimously agreed that the report mentioned work related to housing and urban-rural development many times, such as doing a good job in earthquake rescue and relief in Jishishan, Gansu, and advancing the construction of "dual-use for normal and emergency purposes" public infrastructure. Housing and urban-rural development work contributes to economic growth and does practical things for improving people's livelihood, and everyone feels extremely proud.
A year begins with spring, and it is the right time to strive. Yang Haiying, Director of the Department of Engineering Quality and Safety Supervision, said that we must follow Minister Ni Hong's "five grasps" requirements and be good "executors, doers, and practical workers." We must firmly grasp the basic point of enabling the people to live in peace, focus on the main line of building good houses, adhere to paying equal attention to quality and safety management, and establish long-term foundations and guard the bottom line for the high-quality development of housing and urban-rural development. First, adhere to a people-centered approach and improve building quality. Second, coordinate development and safety and firmly guard the safety bottom line of the housing and urban-rural development system. Third, adapt to the requirement of shifting from solving "whether it exists" to solving "whether it is good," and strengthen basic work. Consolidate the rule-of-law foundation, draw a good tree diagram around engineering construction quality and safety, and advance the "establishment, revision, and abolition" of relevant laws and regulations.
Seek truth and be pragmatic, dare to act and be good at doing things
Comrades of the Ministry's Department of Building Market Supervision unanimously stated that they will earnestly study and understand the Government Work Report, implement it without compromise and with vigorous action, seek truth and be pragmatic, dare to act and be good at doing things, and ensure that all tasks clearly defined in the report are implemented in detail and achieve practical results. With consolidating the foundation and deepening reform as the main line, they will earnestly implement the work arrangements of the National Housing and Urban-Rural Development Work Conference, focus on the main responsibilities and main business of industry development and market supervision, and make simultaneous efforts from macro policy and micro management, internal driving forces and the external environment. Through institutional reform, release internal driving forces; through scientific and technological innovation, enhance development momentum; through "wider entry," optimize the market environment; through "strict supervision and heavy penalties," standardize market order; and continue to make efforts in promoting the transformation and development of the construction industry, creating a healthy and orderly construction market environment, and enhancing the core competitiveness of construction enterprises, accelerating the industrialization, digitalization, and green transformation and development of the construction industry, and achieving effective improvement in quality and reasonable growth in quantity.
When proposing the 2024 government work tasks, Premier Li Qiang deployed work such as optimizing real estate policies, giving equal support to the reasonable financing needs of real estate enterprises under different ownership systems, accelerating the construction of a new model for real estate development, improving the basic systems related to commercial housing, and meeting residents' rigid housing needs and diverse improved housing needs. Next, the Department of Real Estate Market Supervision will thoroughly study and implement the spirit of the Government Work Report, earnestly implement the work arrangements of the National Housing and Urban-Rural Development Work Conference, adhere to the positioning that "houses are for living in, not for speculation," adapt to the new situation of major changes in the supply-demand relationship in the real estate market, implement city-specific policies, precise policies, and one-city-one-policy, optimize real estate policies, meet residents' rigid housing needs and diverse improved housing needs, accelerate the implementation and effectiveness of the urban real estate financing coordination mechanism, precisely support the reasonable financing needs of projects, promote the construction of a new model for real estate development, and promote the steady, healthy, and high-quality development of the real estate market.
The Government Work Report made important arrangements for urban construction work and clearly defined the work tasks of "accelerating the improvement of underground pipe networks, promoting solutions to difficulties such as installing elevators and parking in old residential communities, strengthening the construction of barrier-free and age-friendly facilities, and building livable, smart, and resilient cities." Next, the Department of Urban Construction will focus on eight aspects of work: First, advance the renovation of old urban residential communities and simultaneously carry out barrier-free environment construction and age-friendly renovation, and solidly do important practical matters of people's livelihood around the people. Second, carry out special rectification of urban gas safety and establish a long-term mechanism. Third, do a good job in treating black and odorous urban water bodies and resolutely safeguard urban water ecological security. Fourth, implement projects to improve urban drainage and flood control capacity. Fifth, strengthen the construction of urban underground pipe networks and utility tunnels. Sixth, promote large-scale renewal of building and municipal infrastructure equipment. Seventh, advance the improvement of quality and efficiency in urban domestic waste classification. Eighth, enhance the service functions of urban green spaces and improve the quality of the urban ecological environment.
