On the morning of March 5, the second session of the 14th National People's Congress opened at the Great Hall of the People in Beijing. Premier Li Qiang of the State Council delivered the Government Work Report on behalf of the State Council. In the report, these statements relate to housing and urban-rural development.

　　Review of Work in the Past Year

　　□ We stepped up the renovation of old urban residential communities and the supply of government-subsidized housing, benefiting over 10 million families.

　　□ We optimized real estate regulation on a city-specific basis, helped reduce the cost of home purchases, and actively advanced the ensuring of housing delivery.

　　□ We carried out rescue and relief operations following the earthquake in Jishishan, Gansu Province, and other disasters, and strengthened post-disaster recovery and reconstruction.

　　Recommendations for Government Work in 2025

　　□ We will refine real estate policies and provide equal support to real estate enterprises of all types of ownership in meeting their reasonable financing needs, so as to promote the steady and sound development of the real estate market. We will properly balance efforts to defuse local government debt risks with those to ensure stable development, further implement the package plan for debt resolution, properly defuse existing debt risks, and strictly prevent new debt risks.

　　□ Adapting to the trends of new urbanization and changes in supply and demand in the real estate market, we will move faster to foster a new model for real estate development. We will increase the construction and supply of government-subsidized housing, improve the foundational systems related to commercial housing, and meet residents' rigid housing demand and their diverse demand for improved housing.

　　□ We will steadily implement the urban renewal initiative, advance the construction of public infrastructure designed for both normal and emergency use and the renovation of urban villages, accelerate the improvement of underground pipe networks, and work to solve difficulties such as installing elevators and providing parking in old residential communities. We will strengthen the development of barrier-free and age-friendly facilities and build livable, smart, and resilient cities.

　　□ We will thoroughly implement the rural development initiative, intensify the seismic retrofitting of rural homes, continue to improve the rural living environment, and build a beautiful, harmonious countryside that is livable and conducive to business.
