Ning Jizhe, member of the Standing Committee of the National Committee of the CPPCC, said that the transformation of traditional industries is also an important component of new quality productive forces. Better integration of new equipment with new operating models can produce more competitive high-end products.

Ning Jizhe said that enterprises investing in equipment renewal and transformation will generate new demand, which is conducive to developing and improving the transformation of traditional industries; this constitutes transformation and upgrading, and equipment that meets digital and green low-carbon standards will generate new products.

Xu Shengjie, deputy to the National People's Congress, said that as a representative in the field of industrial construction, one should intensify scientific research and innovation, base efforts on local resource endowments and industrial foundations, and use new technologies and new models to advance the transformation and upgrading of traditional industries.

Liu Hanyuan, deputy to the National People's Congress, said that in the new energy sector, new quality productive forces will serve as a powerful engine to drive the construction and popularization of a new energy system and safeguard national energy security.

Liu Hanyuan said that after persisting in energy transition, China added 220 million kilowatts of photovoltaic installed capacity in 2023, generating 300 billion kWh of electricity in a year, roughly equivalent to the energy of 100 million tons of oil in propelling automobiles forward. Once the electricity needs of automobiles, internal combustion engines, and shipping are met, our oil imports can be greatly reduced.

Many deputies and members said that developing new quality productive forces can accelerate the research and development of innovative drugs and devices, providing new and effective means for treating certain diseases.

Leng Weiqing, member of the National Committee of the CPPCC, said that if we speak of new quality productive forces in the biopharmaceutical industry, they must be what the market needs; in developing new quality productive forces, the government should not only formulate documents but also provide some generic technology platforms and some large-scale scientific facilities.

Wang Jian'an, member of the National Committee of the CPPCC, said that this extends not only to medicine itself but more to material improvements—for example, how imaging can provide navigation so that doctors can place devices precisely is very important; this is one aspect of developing new quality productive forces.

Li Donglin said that through many years of accumulation in rail transit, algorithms, devices, and materials constitute our core industrial competitiveness. Liu Feixiang said that future shield tunneling machines will be intelligent robots capable of unmanned tunnel construction operations, bringing a disruptive revolution to the entire industry, especially the tunnel construction industry, in terms of production resource allocation and engineering models.

Song Hailiang, member of the National Committee of the CPPCC, said that in 2024 China will promote large-scale equipment renewal, focusing on seven major areas: industry, agriculture, construction, transportation, education, culture and tourism, and healthcare.

Song Hailiang said that from any dimension—efficiency, energy consumption indicators, or carbon emission indicators—improving efficiency and improving benefits both greatly promote productivity.

Han Baojiang, member of the National Committee of the CPPCC, said that in 2024 many visible and tangible new quality productive forces have emerged, and application scenarios have already appeared.
