In order to implement the relevant requirements of the "Jiangsu Province Measures for the Administration of Centralized Construction of Government-Invested Projects" (Provincial Government Decree No. 181) and to promote more standardized and higher-level centralized construction of government-invested projects, on the afternoon of March 6, Taizhou City held a citywide meeting to advance the centralized construction of government-invested projects. Vice Mayor Liu Zhiming attended the meeting and delivered a speech.

　　Liu Zhiming proposed that centralized construction centralizes responsibility, not power. All localities and relevant departments should raise their stance and correctly understand centralized construction work; they should combine point and area, and advance centralized construction work across the whole region; they should optimize mechanisms and accelerate the construction of government-invested projects. He required that the Municipal Housing and Urban-Rural Development Bureau should shoulder its supervisory responsibilities, "pass on experience and provide guidance," and strengthen guidance, and that all localities should, in accordance with the requirement of "citywide coordination and overall advancement," fully implement centralized construction of government-invested projects by the end of May, concentrate forces to accomplish major tasks, let professionals do professional work, and effectively improve the level of "three guarantees and three preventions" (guaranteeing quality, progress, and safety, and preventing changes, budget overruns, and corruption).

　　It was introduced that in May last year, the municipal government held the inauguration of the Engineering Management Center and the conference on advancing centralized construction, marking that Taizhou City's centralized construction cause has entered a track of high-quality development. In 2024, the Municipal Housing and Urban-Rural Development Bureau will take the implementation of Provincial Government Decree No. 181 as an opportunity, steadily implement the action to strive for excellence in centralized construction, accelerate the advancement of 19 carry-over projects, 13 newly started projects, and 20 preliminary work projects, promote high-quality and efficient operation of centralized construction through comprehensive innovation, create a batch of projects that truly give the public a sense of gain, and further enhance the city's capacity.
