Recently, at the construction site of the Henan Pingbao New Materials Co., Ltd. project located in the Advanced Manufacturing Development Zone of Shilong District, tower cranes stood in clusters and machinery roared, large engineering vehicles shuttled back and forth, and workers were busy with construction.

　　"Building No. 1 of the factory area currently under construction has already topped out, and Building No. 2 is undergoing civil construction and is scheduled to be put into trial operation by the end of the year," said Liu Jianwei, the person in charge of construction at the project site.

　　The project plans a total investment of 120 million yuan and is being built in two phases. Phase I includes the construction of 3 production workshops and 2 warehouse buildings, along with supporting facilities such as an office building and a power distribution room, with a total construction area of 21,660 square meters and an annual output of 15,000 tons of adhesives, water-based synthetic resins and fireproof coatings; Phase II will produce 35,000 tons per year of adhesives, curing agents, water-based synthetic resins and fireproof coatings. After the project is put into operation, it can provide employment for more than 200 people. After the Spring Festival, Shilong District, through on-site inspections, briefings, discussions and other means, gained a detailed understanding of the project schedule, workers' return to work, and element guarantees, and coordinated all participating units to strictly follow the annual targets and tasks, set construction schedules and milestones, and ensure that the project starts early, goes into production early and yields results early.

　　Since the beginning of this year, Shilong District has firmly established the clear orientation of "projects as the priority," implemented mechanisms such as county-level officials' contact services, chief service officers, classified responsibility for project construction, centralized commencement of construction, supervision, rewards and punishments, and ledger management, advanced the "three batches" on a rolling basis, set reverse schedules and carried out battle-map operations for projects under construction, accelerated the formation of physical workload, and tightened the main responsibility for project construction to ensure progress every day, changes every week and a visible image every month.

　　The district has adhered to the principle that services, elements and work all follow the projects. In accordance with the requirements for precision services, it has adopted the model of "one project, one county-level leader, one team and one group of personnel" to provide enterprises with one-on-one, nanny-style services. Through visits to enterprises and on-site office work, it has provided front-line services and optimized measures to clear obstacles for project construction. In 2023, the district implemented 45 key projects with a planned total investment of 13.28 billion yuan and an annual planned investment of 4.114 billion yuan; actual completed investment reached 4.22 billion yuan, accounting for 102.6 percent of the annual target.

　　At the same time, the district has deeply tapped the source of investment promotion, focusing on attracting industrial projects in six major directions: modern chemicals, deep processing of carbon-based new materials, innovative fine chemicals, new building materials for comprehensive resource utilization, bulk commodity trade in the digital economy, and energy storage and new energy. It has established a leading group for the chain-chief system of key industrial chains, mapped out industrial chain diagrams in a panoramic manner, and focused on making in-depth efforts to supplement, extend, build and strengthen the chains, so as to accumulate strength and empower high-quality development. In 2023, the district newly introduced 20 projects, including 16 projects worth more than 100 million yuan, with a total contract value of 8.222 billion yuan and actual funds from outside the province totaling 2.42 billion yuan, exceeding the city-set target.

　　This year, the district has initially planned 38 key engineering projects with a total investment of 19.9 billion yuan.
