The key difficulties in engineering project construction management are mainly concentrated at the front line. The front line is the source of risk and the focus of conflicts in engineering projects; almost all issues concerning quality, schedule, and cost occur at the front line. At the same time, the front line is also the main place where key data are acquired and generated—most of the data supporting business operations and management decisions likewise come from the front line. It can be said that the construction site front line is undoubtedly the top priority in the entire process of engineering project construction, and controlling the front line means controlling the project's "Achilles' heel." Against the backdrop of the construction industry's shift toward high-quality development, focusing the industry's transformation and upgrading on the construction site is not only a reasonable response to the industry's actual conditions but also a forward-looking strategic positioning.
At present, the digital construction and application of many construction enterprises are mostly carried out around the core of "serving enterprise management," and the overall results are less than satisfactory. The fundamental reason is that the corresponding digital construction and application have not been carried out around the core of "serving the construction site," so front-line personnel have not been well empowered and instead have been burdened with a lot of "extra load," and consequently most of them adopt a "perfunctory" attitude in implementation—the phenomenon of digitalization and construction being "two separate skins" is widespread, so it is only natural that the final application results are unsatisfactory.
In fact, only by closely centering on front-line operations and front-line management to carry out digital construction and application, and truly empowering the front line to work with high quality and high efficiency, can front-line personnel be motivated to genuinely use the corresponding digital tools, and can truly authentic, timely, and extensive business data be collected on site. Only on the basis of such high-quality data can project management and enterprise management ultimately be fed back, realizing a virtuous cycle of value transmission, thereby continuously deepening and expanding the value of digital applications.
Making full use of BIM (Building Information Modeling) and IoT (Internet of Things) technologies to strengthen front-line digital applications at the construction site is crucial to the digital development of projects, enterprises, and the entire industry. As an important "carrier" for digital applications across the building lifecycle, BIM can not only efficiently carry forward design intent and empower refined on-site operations and lean management, but also extend to intelligent operation and maintenance management applications, and is of great value in systematically supporting projects to maximize investment returns. Combined with various smart devices, IoT technology can achieve accurate, timely, and comprehensive collection and structured processing of the massive and scattered data at the construction site, supporting automated on-site operations and intelligent management.
In addition, the large-scale application of digital technology at the construction site can also powerfully promote the comprehensive accumulation and wide application of high-quality business data at the project and enterprise levels. This not only helps accelerate the industry's digital development process, but more importantly, this process will also promote the accumulation of big data at the project, enterprise, and industry levels, laying a solid foundation for the industry's digital industrialization and promoting the construction industry's sustained, healthy development with innovation vitality and high quality. Therefore, actively promoting the comprehensive application of digital technology at the front line of engineering project construction sites is not only an important measure to enhance project execution capability and improve enterprise competitiveness, but also one of the key paths to leading the industry's future development.
Strengthening construction site digitalization is not merely the full application of technology, but a profound industry transformation that requires the joint efforts and sustained investment of the government, enterprises, and all stakeholders. It is recommended to establish a long-term policy mechanism, increase encouragement and promotion for all types of engineering projects nationwide to strengthen the in-depth application of BIM, IoT, and other technologies at construction sites, and consolidate the data foundation for the digital development of projects, enterprises, and the industry. Specific recommendations are as follows:
Establish the legal validity of BIM models and promote the integrated application of BIM technology throughout the entire process. The current Construction Law of the People's Republic of China only identifies construction drawings as the **legal document for engineering construction, which no longer suits the current transformation and development of the industry. It is recommended to accelerate the establishment of the legal validity of BIM models, fully unblock the circulation channels for construction industry business data and data assets represented by BIM, and promote information integration and sharing across the entire building lifecycle, all participants, and all elements, as well as collaboration and coordination of all business.
Formulate and improve nationwide unified standards related to project digitalization to promote standardized industry development. At present, various localities and industry associations have successively issued multiple standards related to BIM and smart construction sites from different dimensions, but there are still problems to varying degrees in the coordination and compatibility among standards and in the practicality of some standards, which is not conducive to the standardized and large-scale development of the industry. It is recommended to accelerate the formulation of a nationwide unified series of smart construction site standards and BIM-based full-process data exchange standards, among others, to help form a nationwide unified large market for the digital development of the construction industry and promote the industry's standardized and large-scale development.
Officially incorporate digital application costs into the composition of engineering cost items to activate market vitality. At present, there are still no documents clearly specifying the source and unified calculation method for project digital application costs, resulting in widespread problems such as chaotic bidding terms and inadequate implementation of fee collection with regard to digital application costs, which greatly affects the healthy and sustainable digital development of the industry. It is recommended that the competent industry authorities officially incorporate project digital application costs into the composition of engineering cost items, standardize the explicit inclusion of special digital application costs in project approval and bidding processes, and ensure that earmarked funds are used for their designated purposes. This will stimulate market vitality and promote the sound and healthy development of the industry.
Increase digital application efforts at the construction sites of major state-invested projects to lead industry development. Major state-invested projects generally feature large scale, high difficulty, and strict requirements, and have extensive social influence; the practices of such projects will have important reference value and guiding significance for the development of the entire industry. Therefore, it is recommended to issue relevant incentive policies to strengthen digital application at construction sites and other scenarios of major state-invested projects, continuously refine typical industry digital application practices under high-standard project environments, and accelerate the industry's digital transformation and development through the leadership of benchmarks.
Strengthen the cultivation of project-level digital talent for construction sites to enhance the industry's development momentum. Talent is the ** driving force of production, and construction sites, which have long been characterized by extensive production, are especially lacking in high-level talent such as digital talent. It is recommended to formulate relevant policies and measures for project-level digital talent cultivation for construction sites, establish and improve the professional title certification system for digital practitioners in the construction industry, boost the career development confidence of industry digital talent, promote the supply of relevant talent, and enhance the industry's development momentum.
