Recently, at the construction site of the annual 50,000-ton adhesive project of Henan Pingbao New Materials Co., Ltd. in the Advanced Manufacturing Development Zone of Shilong District, tower cranes stand in clusters, machinery roars, and large engineering vehicles shuttle back and forth.

　　"At present, Building No. 1 of the factory area under construction has been topped out. Since the full-scale commencement on July 18 last year, 50% of the total engineering volume has been completed. The civil engineering for Building No. 2 is currently underway, and trial production is planned for the end of the year," said Liu Jianwei, the on-site construction manager of the project.

　　It is understood that the project has a total planned investment of 120 million yuan and is being built in two phases. Phase I includes the construction of 3 production workshops and 2 warehouse buildings, along with supporting facilities such as an office building and a power distribution room, with a total construction area of 21,660 square meters. It will mainly produce 15,000 tons of adhesives, water-based synthetic resins, and fireproof coatings. Phase II will produce 35,000 tons of adhesives, curing agents, water-based synthetic resins, and fireproof coatings. After the project is put into operation, it can achieve sales revenue of 500 million yuan and provide employment for more than 200 people. After the Lantern Festival, the district, through on-site inspections, listening to reports, and holding discussions, gained a detailed understanding of the project's resumption of work and production, including the construction schedule, workers' return to posts, and element guarantees. At the same time, it coordinated with all participating units to strictly follow the annual target tasks, set construction schedules and milestones, and ensure that the project starts early, is put into production early, and yields results early.

　　To sprint for a "good start" in the first quarter, Shilong District has firmly established the clear orientation of "projects as the king," implementing mechanisms such as county-level cadre contact services, chief service officers, classified responsibility for project construction, centralized commencement, supervision and rewards/punishments, and ledger management, and advancing the "three batches" on a rolling basis. For projects under construction, the construction schedule is reversed, and operations are mapped out, accelerating the formation of physical workload, compacting the main responsibility for project construction, and ensuring daily progress, weekly changes, and monthly visible results.

　　The district adheres to the principle that services, elements, and work all follow the projects, turning project construction into a new engine for transformation and development. In accordance with the requirements for precise services, it adopts the model of "one project, one county-level leader, one team, and one group of personnel" to provide one-on-one, nanny-style services for enterprises. It has established a mechanism of "daily monitoring, biweekly scheduling, monthly notification, and centralized commencement." Through enterprise visits, on-site office work, and other methods, it further provides front-line services and optimizes measures to clear obstacles for project construction. In 2023, the district implemented 45 key projects with a total planned investment of 13.28 billion yuan and an annual planned investment of 4.114 billion yuan. The actual completed investment was 4.22 billion yuan, accounting for 102.6% of the annual target.

　　At the same time, the district deeply taps the source of investment promotion, focusing on attracting industrial projects in six major directions: modern chemical industry, deep processing of carbon-based new materials, innovative fine chemicals, new building materials for comprehensive resource utilization, digital economy bulk commodity trade, and energy storage and new energy. It has established a leading group for the chain chief system of key industrial chains, mapped out a panoramic industrial chain atlas covering "industrial chain, enterprise distribution, core technologies, and market distribution," and focused on deeply strengthening, extending, building, and reinforcing the chain to consolidate the industrial chain foundation and empower high-quality development. As of 2023, the district had newly introduced 20 projects, including 16 projects with an investment of over 100 million yuan, with a total contract amount of 8.222 billion yuan; the actual funds in place from outside the province reached 2.42 billion yuan, exceeding the city's targeted task.

　　This year, the district has initially planned 38 key projects with a total investment of 19.9 billion yuan and a planned annual investment of 3.667 billion yuan.
