　　In 2024, Bortala plans to build 385 projects with an investment scale of over 5 million yuan, with a total investment of 119 billion yuan and an annual planned investment of 36.35 billion yuan, an estimated growth rate of 15% compared with 2023. Among them, there are 154 projects of over 100 million yuan, with a total investment of 111.65 billion yuan and an annual planned investment of 30.29 billion yuan.

　　In project planning, Bortala has made full use of the winter "window period," focusing on "resolving policy difficulties, coordinating problems, accelerating projects, and increasing investment efficiency," and has researched and formulated the "Autonomous Prefecture 2024 Project Commencement Preparation Special Action," making full use of the winter season, highlighting "early" and "fast," planning and reserving a batch of major projects, and completing the approval of a batch of preliminary procedures for engineering projects, so as to gain time, lay a solid foundation, and seize the initiative for doing a good job in project construction throughout the year, and to advance the prefecture's engineering projects so that "those that can start early do start early, and those that should start all start."

　　This year, Bortala will continue to adhere to the concept of "projects as the king," closely follow the target tasks set by the Seventh Plenary Session of the 13th Autonomous Prefecture Party Committee and the prefecture's Two Sessions, focus on the decision-making and deployment of the autonomous region Party Committee's "eight major industrial clusters," and, in light of Bortala's actual conditions, highlight the strengthening, supplementing, and extending of chains in six key industries—"deep processing of agricultural and sideline products, green mining, strategic emerging industries such as new energy and new materials, import and export landing processing, modern commerce and logistics, and modern cultural tourism and health care"—strive to build 12 industrial chains, make every effort to ensure the landing and construction of investment promotion projects, accelerate the improvement of the development level of key industrial chains, make characteristic industries bigger and stronger, and concentrate efforts on building a modern industrial system with Bortala characteristics, injecting strong momentum into the growth of Bortala's fixed asset investment and building solid support for high-quality economic development.

To advance project construction to a high standard, the Bortala Development and Reform Commission adheres to a goal-oriented and result-oriented approach, continuously strengthening the docking and demonstration of projects in key areas such as agriculture, transportation, housing and urban-rural development, energy, social undertakings, and investment promotion. Together with counties and cities, it continuously carries out preliminary project service guidance, at different levels and by category, with upper and lower linkage and horizontal coordination, forming a joint force, rolling out and improving the "three lists" of continued construction, new construction, and reserves, strengthening the "weekly scheduling" of projects against the lists, promptly discovering problems, and coordinating to solve them in a timely manner.

　　In terms of project management services, Bortala will select a batch of major and good projects with strong leading and driving roles, high maturity, large investment scale, good development potential, and a high proportion of social investment, establish an autonomous prefecture major project database, continue to adopt the system of prefecture- and county-level leaders linking major projects, track and provide assistance services, accelerate the progress of major projects, effectively give play to the exemplary and leading role of leaders in linking major projects, research and formulate the "Autonomous Prefecture Action Plan for Speeding Up the Handling of Preliminary Procedures for Implementation Projects," further improve the joint review and joint approval system, and do a good job in improving project element guarantees. In addition, this year Bortala will innovatively adopt "red, yellow, and green" label management, that is, according to project maturity, assign "red, yellow, and green" labels to each project to promote the accelerated advancement of projects according to the schedule plan.
