March 6 (Qi Zengbei) Qinghai Province has achieved full coverage of marriage and family dispute mediation committees at and above the county level; 100% of women's federation chairpersons have entered the "two committees" of villages (communities), and the coverage rate of "one-stop" rights protection sites has reached over 90%; the public security response and handling procedures for domestic violence have been standardized, and anti-domestic violence knowledge has been incorporated into the training of police station chiefs across the province... On the 6th, Wang Ruiju, Member of the Party Group and Vice Chairperson of the Qinghai Provincial Women's Federation, introduced the work on the protection of women and children in Qinghai Province at a press conference on typical cases of the special action on "Focusing on Children in Difficulty and Women in Difficulty and Strengthening Special Judicial Assistance."

　　Wang Ruiju introduced that as of 2021, Qinghai Province had a female population of 2.8901 million and a child population aged 0 to 17 of 1.4538 million. The province's five-level women's federation organizations are well established, with a total of 7,269 women's organizations, 13,382 full-time and part-time women's federation cadres, and 31,350 executive committee members. A total of 6,189 "Women's Homes" have been established, including 706 in the "two new" organizations and "four new" fields, and 27 in Buddhist nunneries.

　　To promote the comprehensive and effective implementation of the Law on the Protection of Women's Rights and Interests, in 2023 the Qinghai Provincial People's Congress and the Provincial Women's Federation jointly exercised legislative power for the first time. In light of the actual situation of anti-domestic violence work in Qinghai Province, they issued the "Qinghai Province Anti-Domestic Violence Regulations," which provide relatively detailed provisions on the principles and working mechanisms followed in anti-domestic violence work, the prevention of domestic violence, the handling of domestic violence, personal safety protection orders, and legal liability, thereby providing exemplary guidance for similar cases and difficult rights protection issues involving the rights and interests of women and children.

　　"In carrying out regular visits and screening, we focus on understanding and grasping the difficulties and problems faced by families with mental disabilities, intellectual disabilities, single parents, bereaved parents, and numerous conflicts, and strengthen the protection of women and children lacking civil capacity," Wang Ruiju said. In 2023, the Qinghai Provincial Women's Federation held special meetings every half month to discuss hidden risks in marriage and family disputes, enhance the effectiveness of preventing and resolving marriage and family disputes, and promote the further implementation of safeguarding the lawful rights and interests of women and children.

　　At the same time, the Qinghai Provincial Women's Federation, together with relevant departments, jointly established a cooperation mechanism for protecting the rights and interests of women and children, promoted guiding opinions on anti-domestic violence consultation, judicial assistance for women and children in difficulty, strengthening the implementation of the personal safety protection order system, and implementing the training of female legal knowledgeable persons, advanced "one-stop" case handling for minor victims, established files on key families with marriage and family conflicts, especially families with domestic violence, and implemented red-yellow-blue "three-color" dynamic management and tiered handling.

　　Wang Ruiju stated that on the basis of "full county-level coverage" of Qinghai Province's marriage and family dispute mediation committees, the Qinghai Provincial Women's Federation will join with the Provincial Department of Justice to establish 200 marriage and family mediation rooms in townships (subdistricts) and villages (communities). Through methods such as "subsidies based on cases" and "subsidies in lieu of awards," they will implement the remuneration of people's mediators for marriage and family disputes, cultivate a group of grassroots service windows active around women in legal publicity, visit-based screening, dispute resolution, emotional counseling, and care and assistance, continuously improve tiered and classified handling and professional mediation services, and open up the "last mile" of marriage and family problem services.
