　　The conference noted that in 2023, Shenyang's civil affairs system, guided by Party building, shouldered heavy responsibilities and forged ahead, fully implementing the five major innovation and improvement projects, driving continuous new progress and new results in all areas of civil affairs work, and making positive contributions to promoting Shenyang's economic and social development, further enhancing the people's sense of gain, happiness, and security. In the 2023 comprehensive assessment of key civil affairs work across the province, the result was "Excellent."

　　The conference made clear that in 2024, Shenyang's civil affairs system will adhere to the general principle of seeking progress while maintaining stability, firmly grasp the primary task of high-quality development and the strategic task of building a new development pattern, better coordinate development and security, and, with the goals of meeting the people's aspirations for a better life and promoting common prosperity for all, designate 2024 as the "Year of Innovation and Breakthrough" for Shenyang's civil affairs work, vigorously implement five innovation and breakthrough projects, deepen and expand the achievements in safeguarding and improving people's livelihood, continuously raise the residents' happiness index, and make due contributions to helping Shenyang's comprehensive revitalization continuously open up new prospects.

　　First, deeply implement the innovation and breakthrough project for the development of elderly care undertakings. Carry out actions to build an elderly care work system, give full play to the role of the elderly care committee as a deliberative and coordinating body, improve the work system and institutional rules, and promote the formation of a major elderly care work pattern in which all departments jointly manage. Carry out actions to develop the elderly care industry, prosper the consumer market for the elderly care industry, and cultivate and strengthen the "silver economy." Carry out actions to improve elderly care service guarantees, study and formulate policies and measures such as strengthening the protection of the rights and interests of the elderly, and promote the building of an age-friendly society.

　　Second, deeply implement the innovation and breakthrough project for quality elderly care services. Carry out actions to build a basic elderly care service system, and implement Shenyang's implementation plan for advancing the building of a basic elderly care service system and Shenyang's basic elderly care service list. Carry out actions to expand the coverage of basic elderly care services, and promote government purchase of home-based elderly care services to achieve full coverage of urban communities. Carry out actions to enhance the effectiveness of community elderly care services, and cultivate 200 embedded elderly care service complexes in Shenyang, among other measures.

　　Third, deeply implement the innovation and breakthrough project for assistance and welfare guarantees. Carry out tiered and classified assistance actions, extend special assistance to family members with rigid expenditure difficulties, and improve the mechanism for proactively identifying disadvantaged groups. Carry out actions to help vagrants and beggars find their relatives, create a new model of relative-finding that combines traditional methods with "Internet Plus," and carry out the "Waiting for You to Come Home" relative-finding campaign. Carry out actions to improve care for children in difficult circumstances, establish a multi-department linkage mechanism, and standardize the implementation of projects such as national and provincial welfare lottery public welfare funds and charitable student aid.

Carry out social organization incubation actions, build one municipal-level social organization incubation base, and provide services such as policy guidance and resource matching. Carry out actions to promote the high-quality development of social organizations, with the number of community social organizations in each "five-social linkage" demonstration community reaching 13 or more. Carry out actions to improve the quality and efficiency of charitable activities, attract no fewer than 5 national and provincial-level charitable organizations (foundations) to land projects, with funding of no less than 20 million yuan.

Carry out actions to publicize and promote marriage custom reform, set up 4 marriage registration points in tourist attractions, parks, and other locations, and promote the "Shenyang Happy Events" marriage service brand in Shenyang. Carry out actions to formulate Shenyang's place-name plan and build an urban and district place-name network. Carry out Shenyang's special action to rectify prominent problems in the cemetery sector, strengthen supervision of basic funeral and interment services and guidance on extended funeral and interment services, and achieve full-chain standardized rectification of prominent problems in the funeral and interment sector. Carry out welfare lottery marketing and promotion actions, advance the regular public recruitment of sales outlets, and build a trendy welfare lottery brand.
