On the 26th, the reporter learned from the Ministry of Justice that since 2023, the Ministry of Justice, together with the Ministry of Human Resources and Social Security, has carried out the "Warm Wages for Migrant Workers" and "Warm Spring for Migrant Workers" service actions, focusing on workers in new forms of employment and deepening the "Legal Aid Benefits the People—Assisting Migrant Workers" campaign, effectively safeguarding the lawful rights and interests of migrant workers. According to statistics, in 2023, legal aid institutions nationwide organized and handled a total of 480,000 legal aid cases for migrant workers, recovering 6.8 billion yuan in labor remuneration for 540,000 migrant workers.

Legal aid institutions across the country made full use of 590,000 public legal service physical platforms, 70,000 legal aid workstations, and 330,000 legal aid contact points to provide legal aid to migrant workers nearby and on the spot, with a "half-hour service circle" basically established. In response to the flexible work locations and hours of couriers, food delivery workers, and others, 16 provinces (autonomous regions and municipalities) including Jiangsu set up legal aid workstations at express delivery stations, food delivery companies, and other locations; 7 provinces (autonomous regions and municipalities) including Zhejiang set up mobile workstations at markets, train stations, and other locations to make it easier for migrant workers to apply for legal aid. The "12348" public legal service hotline platforms in various localities provided round-the-clock, "never-closed" services for migrant workers. 13 provinces (municipalities) including Beijing set up dedicated telephone lines for migrant workers and assigned professional lawyers to answer questions such as migrant workers' pursuit of labor remuneration. At present, more than 80% of localities nationwide have realized online handling of legal aid services for migrant workers. The "Migrant Workers · Unpaid Wages Assistance Green Channel" on the China Legal Service Network has helped migrant workers defend their rights and recover unpaid wages; last year it involved more than 70,000 migrant workers and 1.3 billion yuan.

Legal aid institutions across the country optimized service procedures, simplified handling formalities, and kept the legal aid "green channel" open, uniformly exempting cases in which migrant workers pursue labor remuneration from verification of economic hardship and implementing priority acceptance, priority review, and priority assignment. 17 provinces (autonomous regions and municipalities) including Shaanxi carried out cross-regional cooperation in areas such as accepting and transferring applications, investigating and verifying circumstances, and serving legal documents, reducing the cost of rights protection for migrant workers. Jiangxi Province provided assisted and delegated services for out-of-town workers, and Sichuan Province provided remote legal aid to migrant workers via video. Legal aid institutions across the country strengthened communication, coordination, and data sharing with departments such as human resources and social security and civil affairs to create an integrated working model for migrant workers' wage-recovery cases.
