The 2024 Beijing Municipal Transportation Work and Municipal Rail Transit Operation Safety Leading Group Meeting was held yesterday. Reporters learned at the meeting that this year, Beijing will accelerate the construction of a comprehensive transportation system with rail transit as the backbone, ground public transport as the support, and multiple travel modes as supplements, featuring a reasonable structure, smooth connections, and convenience and orderliness. The proportion of green travel in the central urban area will strive to reach 75%, and the proportion of bus stops within 50 meters transfer distance from rail stations will increase to 88%. Fifty routes to hospitals and tourist attractions will be opened in areas with concentrated travel demand.

This year Beijing also plans to complete 20 municipal-level congestion relief projects and the renovation of 10 important nodes, promote the expansion of the school bus pilot program, and strengthen the composite utilization of school buses. Throughout the year, 17,000 new parking spaces and 10,000 shared parking spaces will be added.

Open 50 routes to hospitals and tourist attractions

Rail transit remains the highlight of this year's transportation industry. This year, the construction of new rail lines will continue, with the opening of 3 lines (sections) totaling 45.3 kilometers: Phase I of Metro Line 3, Line 12, and the remaining section of Phase I of the southern extension of the Changping Line. The optimization and upgrading of the existing network will be advanced, accelerating the splitting of Metro Line 13, the Line 1 branch line, and the Huoying micro-center, strengthening the Capital Airport Line's function of serving urban commuting, completing the optimization project of the Line 10 signal system, and accelerating the opening of entrances and exits such as Exit D of Xingong Station on the Daxing Line. The suburban railway will be promoted to operate as urban transit, and the construction of the overall improvement project of the Sub-center Line (Beijing West-Liangxiang) and the Northeast Loop Line will be accelerated.

Promote the "two-network integration" of rail and bus. Reduce 30 long bus routes that overlap with rail lines over long distances and 30 long bus routes within the Fifth Ring Road, optimize and merge 30 routes, and add no fewer than 30 micro-circulation routes connecting rail stations and communities. Shorten transfer distances, achieving transfer distances of less than 50 meters between 88% of bus stops and rail station entrances and exits. Promote the transformation and development of ground public transport, and continuously improve diversified bus services for the elderly, tourists, medical patients and other groups, as well as for key areas such as parks, commercial districts, scenic spots, and museums. Open 50 routes to hospitals and tourist attractions in areas with concentrated travel demand.

The "circle of friends" of integrated transportation development will also include the slow-traffic system. Beijing will promote the extension of slow-traffic system construction from the core area outward, advancing the construction of 8 demonstration streets for the slow-traffic system and the eastward extension of the Huilongguan dedicated bicycle path. Promote the integration of rail and slow traffic, advocate the "cycling + public transport" travel mode, reasonably plan shared bicycle parking spaces around metro stations and residential communities, achieve full coverage of electronic fences, and improve the convenience of connecting to rail.

There will be more and more road sections where people can ride home along rivers and under green shade. This year Beijing will promote the integration of the "water network, road network, and green network," complete the slow-traffic system renovation of the 13.8-kilometer riverside road along the Liangshui River, implement "reduce fences, promote connectivity" in 20 parks, build 20 tree-lined roads, carry out vertical greening at 300 overpasses, and enhance the comfort of walking and cycling.

Promote the renewal of Line 1-Batong Line vehicles

This year, the rail transit industry will comprehensively strengthen enterprise safety management, industry safety supervision, and emergency management, promote the rectification of problems, and accelerate the implementation of projects such as the renewal of Line 1-Batong Line vehicles and the renewal and renovation of the ground signal system of Line 5, enhancing hardware stability and reliability.

Carry out a 100-day special campaign for hazard investigation and rectification, and strengthen education and training for personnel in key positions such as metro drivers, dispatchers, and equipment maintenance workers. Strengthen routine patrol inspection and maintenance of vehicles, signals, power supply, and lines, improve the operation organization plans and emergency linkage mechanisms for ground and elevated lines under extreme weather on a "one line, one policy" basis, and enhance the safety of the rail transit backbone network.

Raise flood control standards for weak road sections

In terms of road infrastructure construction, a number of key projects will reach major milestones this year.

This year, Beijing plans to start construction of National Highway 335, accelerate the construction of key projects such as the Chengping Expressway, Shixiao Road, and Changshuang Road, basically complete the main works of the comprehensive transportation hub at the Sub-center Station, make the East Sixth Ring Road underground renovation project ready for traffic, and complete and open the National Highway 109 New Line Expressway. Increase the construction of secondary and branch roads, start 25 and complete 13 secondary and branch roads in the six urban districts and Tongzhou District, and further improve the road network structure. Open up 4 "dead-end roads" including Xibeiwang South Road, Shoubi Street, Tongqing Road, and Liucun Road, and further smooth road micro-circulation.

Accelerate post-disaster recovery and reconstruction. Recovery and reconstruction projects will all be completed before the flood season, basically restoring to pre-disaster levels, and through measures such as setting up wave walls, raise the flood control and disaster resistance standards of weak road sections. "Three-year improvement" projects will be fully launched, focusing on adding the 108 New Line Expressway and the Laibao Road New Line Expressway in the Dashi River and Juma River valley areas, changing "over the mountains" to "through the mountains," building the "three horizontal and three vertical" main corridors in the western mountainous areas, and improving the disaster resilience of the road network.

Strengthen rapid connections in key urban areas. Coordinate the construction of projects under special action tasks in areas such as Huitian and Chengnan, complete the rapid upgrading and transformation of Beiqing Road and the construction of the Pingguoyuan comprehensive transportation hub, and basically complete the Taipingzhuang Middle Street and Wangjing West, Tongma Road, and Universal Studios North comprehensive transportation hubs.

Plan to add 27,000 parking spaces

This year Beijing will place equal emphasis on treating and preventing congestion, and improve the level of refined traffic governance. Around congestion control in the central urban area, the transportation department will adopt comprehensive measures, complete 20 municipal-level congestion relief projects and the renovation of 10 important nodes, and carry out treatment of more than 55 district-level congestion points; continue to implement optimization and adjustment measures for bus-only lanes with a focus on the area within the Third Ring Road, and optimize the dedicated right-of-way for routes such as BRT Line 1.

Continue to deepen comprehensive traffic governance around key areas. In terms of the "seven stations and two airports," complete the supporting transportation hubs for Chaoyang Station and Fengtai Station railway stations. Actively and steadily promote the expansion of the school bus pilot program, strengthen the composite utilization of school buses, and improve operational efficiency. Strengthen the construction and management of motor vehicle parking facilities. Increase policy support for converting old factory buildings and inefficient office buildings into parking structures. Coordinate above-ground and underground resources such as vacated and vacated spaces, add 17,000 parking spaces, and add 10,000 shared parking spaces.

In the city sub-center, renovate 7 intersections including Luyuan North Street-Tonghuai Road, to alleviate and prevent regional traffic congestion by addressing key points. Advance the coverage of smart signal control across the entire Tongzhou area in stages.

In addition, continue to implement the three-year action plan for smart transportation, focusing on expanding autonomous driving applications, promote the opening of test scenarios such as railway hubs, airports, the three major cultural buildings in the city sub-center, and the freight industry, and achieve demonstration applications within a 600-square-kilometer area.

Deepen smart dispatch, strengthen early warning of severe congestion and coordinated traffic dispatch on key days, implement graded and classified emergency response, strengthen social mobilization, and guide citizens to reasonably plan travel times and modes. Accelerate the construction of smart signal control, optimize lane marking and signal light settings based on the principle of optimal motor vehicle traffic efficiency at intersections, complete the upgrading and renovation of more than 1,500 old signal lights, add 1,000 networked signal lights, accelerate the installation of traffic flow sensing equipment, achieve smart dispatch at important intersections in the central urban area and city sub-center, and improve traffic efficiency.
