According to a message posted on the website of the Ministry of Housing and Urban-Rural Development on the 26th, at 17:17 on February 20, 2024, a structural collapse accident occurred during the demolition project of the Dalian International Convention and Exhibition Center in Dalian City, Liaoning Province, causing 4 deaths. In order to strictly implement production safety responsibilities, handle the accident seriously, give play to the warning and educational role of the accident, and prevent similar accidents from occurring, in accordance with the provisions of the Interim Measures for the Investigation and Supervision of Production Safety and Quality Accidents in Housing and Municipal Engineering, the Production Safety Management Committee of the Ministry of Housing and Urban-Rural Development issued the Notice of Supervision over the Investigation and Handling of Relatively Major and Above Production Safety Accidents in Housing and Municipal Engineering on the 23rd, requiring the Department of Housing and Urban-Rural Development of Liaoning Province to do the following work well:

1. Issue a notice on the accident and make it public online, deeply learn the lessons of the accident, draw inferences from one case, strengthen safety supervision over the construction of demolition projects, comprehensively investigate risks and hidden dangers, and resolutely prevent accidents causing mass casualties.

2. Conduct the accident investigation well, ascertain the course and causes of the accident, put forward suggestions for improving the work, form an accident file including pictures, video and other materials, and upload the accident investigation report and warning and educational video materials to the National Engineering Quality and Safety Supervision Information Platform before April 23, 2024.

3. In accordance with laws and regulations, impose administrative penalties such as temporary suspension or revocation of safety production licenses, safety production assessment qualification certificates, and operation qualification certificates for special operations personnel on the responsible enterprises and responsible persons, and upload the penalty information for the accident to the National Engineering Quality and Safety Supervision Information Platform before May 23, 2024. Where enterprise qualifications and personnel practice qualifications issued by our Ministry are involved, promptly submit penalty suggestions to our Ministry based on the accident investigation report.

The Ministry of Housing and Urban-Rural Development will conduct a work interview with the Department of Housing and Urban-Rural Development of Liaoning Province, jointly study the prominent problems currently existing in the production safety work of construction in Liaoning Province, effectively strengthen the management of production safety in construction, and clarify the next improvement measures.
