In order to strengthen the control of leakage in urban public water supply networks and improve the long-term management mechanism, the Ministry of Housing and Urban-Rural Development recently released a list of replicable policy mechanisms for leakage control in urban public water supply networks, introducing the experience of some regions in establishing and improving long-term leakage control mechanisms. Among them, in terms of coordinating the advancement of leakage control engineering construction, it introduced measures taken by Jiangsu, Hunan, Guangdong and other places to promote the renewal and renovation of aging water supply networks and establish and improve a zoned water metering system.
In order to reduce leakage in the water supply network and ensure water supply safety, the water supply department of Wuxi City, Jiangsu Province, takes leakage control as a key focus and adopts effective measures to control leakage in the water supply network. Through information-based management means such as a smart water supply platform and a leakage control platform, it conducts real-time monitoring and data analysis, improves the precision of leakage control, and achieves visualized management of the water supply network and rapid leak detection and repair. In addition, through the systematic management of zoned metering, it has formulated a zoned metering plan and carried out DMA (equipped with high-precision electronic remote water meters) construction in residential communities, providing a scientific basis for leakage control. Since last year, through community DMA, the minimum nighttime flow and other relevant data have been monitored and analyzed, forming community DMA leakage warning reports, and management units have optimized leak detection and repair work based on the warning reports.
With the help of information-based and data-based processing methods, establishing an underground pipeline network database is a necessary means to achieve leakage control. Only by bringing the underground pipeline network "to the surface" and giving every pipeline and water supply facility a precise "identity card" can precise management and maintenance, leakage control, and water conservation be effective.
Faced with persistently high leakage rates and endless maintenance problems, the water supply department of Shaoyang City, Hunan Province, has elevated underground invisible factors to a visible and controllable range above ground. It launched the construction of a GIS (Geographic Information System) for the water supply network and completed the geographic information collection work for "water source—water plant—end user." Information such as the location, material, diameter, and age of the pipeline network is fully visible, and a pipeline network database that is visible, tangible, and controllable has been established. The water supply network GIS has been collected and applied to the smart water supply platform, realizing data-based and visualized management of water supply network assets.
It is reported that the local water supply department has installed remote flow meters and pressure monitoring equipment at the water inlet of the water supply network, forming a complete water quantity metering transmission system and pressure regulation system, comprehensively enhancing the perception capability of network operation. "Now, through the smart water supply platform, we can fully understand the operating status of all water supply networks," introduced the relevant person in charge. "Previously, we knew the network was leaking but did not know where, so we could only blindly search everywhere like looking for a needle in a haystack. It was very passive and extremely inefficient," said leak detection worker Wang Tao. Previously, such scenes were not uncommon—five or six leak detection workers went out together at night, pried open manhole covers, checked sewage ditches and drainage wells, and searched the whole city for leaks, only to find nothing after a whole night. Now, with the smart water supply platform as a "clairvoyant," it is convenient, fast, and precise, and leakage control efficiency has been greatly improved. Through zoned metering, nighttime flow reference values from 2 to 5 a.m. are set for each district, and the zoned metering system automatically analyzes data and issues warnings. No matter how small the leak point is, it can be discovered in time and precisely located.
While improving leakage control efficiency and providing more stable and safer water supply services, the water supply department of Guangzhou City, Guangdong Province, has built an integrated smart water supply management platform through Internet of Things technology and used cloud computing, big data and other technologies to build a multi-dimensional, multi-level, and multi-scale leakage analysis and management system. With the help of the smart water supply platform, it dynamically monitors data such as pressure and flow, accelerating the identification of areas with abnormal flow. At the same time, it uses the smart water supply platform to improve water supply network data and realize visualized management of the water supply network, providing strong support for daily maintenance and emergency repair of the network and achieving rapid leak detection and repair.
Due to long service life, aging water supply networks suffer from problems such as pipeline corrosion and relatively high leakage rates. On the basis of building and improving smart water supply platforms, some regions have renewed water supply network facilities and used high-strength, corrosion-resistant pipelines and other facilities to make residents' water use safer and more convenient.
"We no longer need to worry about water use during peak hours!" Recently, the water supply renovation project in Suzhou City, Jiangsu Province, was completed, and the "water use difficulties" caused by aging pipelines were solved. It is understood that, considering that the project was implemented in old residential communities, with a tight schedule, heavy tasks, and a large workload of coordination, the construction team divided the project into sections and, following the principle of "one plan for one construction site," arranged 6 teams and 180 construction workers to work simultaneously and supervised the construction units to ensure on-site safety. "This renovation project replaced the main pipelines, which were mostly steel pipes, with ductile iron pipes, which are high in strength, good in toughness, corrosion-resistant, and not prone to leakage. This eliminates internal corrosion of steel pipes and secondary pollution of water quality, making residents' water use more reassuring," introduced the relevant person in charge.
In urban water supply systems, leakage not only causes waste of water resources but also increases water supply costs and affects water supply safety. Especially for old residential communities, leakage control and renovation of water supply networks has long been a "difficult problem." Jinan City, Shandong Province, has advanced the leakage control and renovation project for water supply networks in old residential communities, completing leakage control renovation in 34 areas and pipeline renovation of 79 kilometers, providing residents with "high-quality water and reassuring water."
Since last year, the municipal pipeline project of the Jinan public water supply network leakage control project has involved 28 municipal roads, with construction sites mostly located in the old urban area, and a total pipeline length of 49.45 kilometers. The project uses geophysical prospecting technology, which can complete regional monitoring and evaluation, leak confirmation, and leak point location. In response to problems such as most urban water supply networks being looped networks, forming closed water supply areas, and valves being difficult to close, geophysical prospecting technology has solved this problem by measuring flow and water pressure, improving water supply capacity and efficiency.
A dragnet-style inspection freed the water supply network from an extremely high leakage rate of 40% to 50%; new technologies helped find hidden leaking pipelines in Phase II of Taihe Mangrove in Cangshan District... The Fuzhou Urban and Rural Construction Bureau of Fujian Province has advanced leakage control in public water supply networks. Through dragnet-style inspections of internal networks in residential communities and extending outward, and on the basis of determining the scope of leak points by installing secondary monitoring meters and conducting closed-water tests, new technologies such as endoscopes and pipeline robots were "deployed" and found a leaking "blind pipe" beside the community fence. After blocking the "blind pipe," the community's monthly water leakage dropped by 4,000 cubic meters, and the leakage rate fell to 5%.
