Projects are the "ballast" stabilizing economic operation and the "strong engine" driving high-quality development. On February 19, Guyuan City held a meeting to promote investment expansion and project advancement. Closely focusing on accelerating the construction of a sub-central city of Ningxia and a city characterized by ecological culture and tourism, the city confirmed 416 construction projects to be implemented this year, with a total investment of 100.8 billion yuan and an annual planned investment of 38 billion yuan, covering six major categories: industrial development, ecological environment, rural revitalization, urban construction, infrastructure, and social welfare.

　　"Based on Guyuan's actual conditions, development needs, and the people's aspirations, we arranged the demonstration and planning of this year's projects as early as last August, and at the same time deployed the 'Hundred Days Without Winter Idleness' campaign to strive for funds, projects, and investment attraction," said a relevant official of the Guyuan Municipal Government. Through active planning and coordination, 43 new national bond projects were added, with 831 million yuan allocated; there are 119 social investment projects with a total investment of 62.64 billion yuan and an annual planned investment of 22.59 billion yuan; and 114 projects were submitted for higher-level demonstration, with a total investment of 3.19 billion yuan and an annual planned investment of 2.81 billion yuan.

　　Guyuan takes project investment as the "hard support" for accelerating the construction of the "two cities." Closely focusing on "building an economic center leading the high-quality development of central and southern Ningxia," it plans projects to extend, supplement, strengthen, and expand industrial chains, promoting industrial quality improvement, efficiency enhancement, and cluster development; closely focusing on "building a livable and business-friendly center radiating the Liupan Mountain area," it plans projects for infrastructure renovation, safety improvement, and livelihood enhancement, promoting a stronger sense of gain, happiness, and security among the people; and closely focusing on "building a national ecological culture and tourism center," it plans projects integrating agriculture, culture, and tourism, ecological governance, and health and leisure, promoting the expansion of ecological culture and tourism influence.

　　"We take project investment as the 'catalyst' for stimulating endogenous development momentum, efficiently coordinating development and security, strengthening factor guarantees, proactively providing services, and advancing the resumption and commencement of projects, ensuring the achievement of the goal of 8% growth in fixed asset investment in the first quarter," said a relevant official of the Guyuan Municipal Party Committee. By formulating task lists and responsibility mechanisms, checking county (district) by county (district), department (unit) by department (unit), and project by project, and conducting centralized supervision with a single yardstick and a single standard, the city ensures that 281 projects resume or commence construction in the first quarter, with a resumption and commencement rate of 67.5%, advancing "stability throughout the year" with a "good start," striving to turn the "construction blueprint" into a "realistic picture," and cultivating more source vitality for high-quality development.
