A year begins with spring, and all endeavors start with action. As the Spring Festival holiday ends, the peak of resuming work and production arrives. To eliminate various safety hazards, Shandong, Anhui, Shanxi and other places have actively planned and taken multiple measures—such as holding training sessions, watching warning and educational films, and carrying out safety self-inspections—to deliver a good "first lesson" with care and dedication, helping the resumption of work and production.

　　Weifang City, Shandong Province, issued a notice on carrying out the 2024 urban management system "first lesson for resuming work" activity. After the Spring Festival holiday, departments and units such as urban management, municipal facility operation and maintenance enterprises, and directly administered public utility enterprises were organized to earnestly carry out the "first lesson for resuming work" activity, comprehensively securing the safety gate of resuming work and production. By visiting shops along the streets, they provided merchants with standardized guidance on waste sorting, gas safety and other aspects. They conducted comprehensive inspections of the current status of facilities such as gas pipelines, fume purification equipment and fire-fighting equipment; for locations with safety hazards, relevant units were urged to rectify them promptly, making every effort to ensure the safe and stable resumption of work and production. Through various forms such as holding special meetings on work safety, hiring work safety experts to give lectures, and organizing concentrated viewing of work safety warning and educational films, they publicized and implemented laws and regulations such as the Work Safety Law, raising the safety awareness of enterprise leaders. In response to situations such as lack of concentration and unstable emotions that staff are prone to after the holiday, efforts were made to overcome slack and complacent thinking and to devote themselves to work with a good mental state.

　　The relevant person in charge stated that they will always keep the "string of work safety" taut, firmly compact and tighten work safety responsibilities, increase hazard investigation efforts, and implement various preventive measures in detail to ensure safe and stable operation and provide citizens with a better living environment.

　　To further strengthen the control of muck trucks and ensure safety and efficiency in transportation, disposal and other links, relevant departments such as the Urban Management Bureau, Housing and Urban-Rural Development Bureau, and Traffic Police Brigade of Shizhong District, Jinan City, organized and held a work safety "first lesson for resuming work" for construction waste disposal enterprises, with representatives from 24 construction sites and muck transport enterprises attending the meeting. The meeting required all departments to effectively enhance their awareness of safety responsibilities, strictly enforce safety management systems, and standardize vehicle operation management. 　　To ensure the continued stability of the work safety situation in the urban management field after the Spring Festival, the Comprehensive Administrative Law Enforcement Bureau of Urban Management of Jingde County, Xuancheng City, Anhui Province, organized heads of municipal landscaping departments, sanitation departments, and the city appearance brigade to collectively watch the warning and educational film of the "safety first lesson" for resuming work and production. The warning and educational film conducted in-depth analysis of accident cases, revealing problems such as weak safety awareness, lax management, improper operation, and violation of procedures, highlighting that the enterprises involved failed to strictly implement the main responsibility for work safety; the causes of the accidents were thought-provoking. Enterprise leaders stated that they would strictly implement the main responsibility for work safety, carry work safety through to the heart of every staff member and into every detail, and ensure that work safety progresses steadily and far. Taiyuan City, Shanxi Province, organized greening maintenance departments to carry out "first lesson for resuming work" fire safety training, ensuring a good start and solid beginning for the resumption of work and production.

　　During the training, the instructors first "explained the law through cases," recounting typical fire cases that had occurred in recent years, analyzing the hazards of fire and the causes of fires, and introducing in detail fire suppression, escape, and precautions during firefighting. They explained the importance and severity of fire safety from aspects such as fire safety management responsibilities and legal responsibilities, enhancing the trainees' fire prevention safety awareness. Through forms such as safety warning education, observation of the maintenance and emergency repair dispatch center and the LNG (liquefied natural gas) gasification station, and resumption-of-work training, they explained safety principles such as the "three no-violations" and "four no-harms," work safety laws, and safety-related laws and regulations, establishing the idea of "safety first." All staff were required to adjust their mindset and work state, strengthen awareness, standardize behavior, and effectively grasp and implement safety control work in all links to ensure safe and stable operation, so that staff could step out of the relaxed holiday state at the first opportunity and devote themselves fully to work.

　　In the safety warning room, the relevant person in charge led all staff in a safety oath and reviewed major and especially serious gas safety accidents in China in recent years, deeply drawing painful lessons from the accidents, emphasizing that safety work must always be placed first, "thinking about safety at all times and speaking of safety in all matters," and raising all staff's awareness of safety precautions. At the same time, the staff also visited the LNG gasification station and the maintenance and emergency repair dispatch center. Relevant experts explained on site the characteristics of natural gas, transmission and distribution processes, working principles of station equipment, gas dispatch and leakage monitoring systems, and related hazard sources and safety precautions, so that they could solidly master basic gas knowledge and understand and prevent and resolve major safety risks from the source.

　　The relevant person in charge stated that the "first lesson for resuming work" is both a safety meeting for warning education and a meeting to adjust the state of mind and refocus. Taking typical accident lessons as a warning, they conducted in-depth analysis of the current safety situation and the safety risks faced, so that all personnel could truly be educated, learn lessons, take warning, and build a strong ideological defense line. They should become energized mentally, alert ideologically, and focused in work, ensuring that all work advances smoothly and all tasks are completed successfully, helping to achieve "zero harm and zero accidents."
