Projects in which state-owned funds participate in investment and hold a controlling or dominant position shall take the lead in implementing engineering general contracting and whole-process engineering consulting. Encourage enterprises engaged in design, supervision, cost consulting and other fields to develop whole-process engineering consulting through mergers and acquisitions, restructuring and other methods.
