Recently, through the "one-stop handling of a category of matters" project construction model of the Feicheng City Administrative Approval Service Bureau, the Tai'an City Science and Innovation Coal Mine Safety Production Refuge Equipment Project obtained seven approval procedures—including the construction permit, soil and water conservation plan approval, and energy conservation review—within a single day. Project manager Mr. Wei was highly satisfied and praised the service repeatedly. It is understood that this is the province's **project construction "one-stop handling of a category of matters" service scenario.

"Approval procedures such as soil and water conservation plan approval and energy conservation review must by law be obtained before construction begins. In the past, some enterprises did not fully understand the relevant policies and regulations, resulting in construction without approval; they had to halt work for rectification and accept administrative penalties, causing schedule delays and economic losses. To avoid this situation recurring, we started from the source and explored implementation of the project construction 'one-stop handling of a category of matters' service," said He Xiaoning, Chief of the Investment and Construction Section of the Feicheng City Administrative Approval Service Bureau.

Focusing on "one-stop" completion of the approval procedures required before project commencement, Feicheng City relies on online and offline government service channels to create customized, package-style, and modular project construction "category of matters" scenarios, providing enterprises with precise and personalized quality derivative services. At the project approval stage, pre-inspection and triage are carried out in advance. Based on indicators such as land area and energy consumption in the project filing and approval documents, if statutory standards are met, customized items such as soil and water conservation plans and energy assessment reports are included in the checklist of materials for handling commencement procedures, and enterprises are informed in advance in a single notification. Adhering to synchronous advancement throughout the entire process, according to the project commencement time determined by the enterprise and in light of the project's specific circumstances, "tailoring measures to the case," the "Taoxiaomei" service specialists of the Feicheng City Administrative Approval Service Bureau customize a project commencement procedure advancement plan checklist for the enterprise. After confirmation through coordination with the project unit and relevant approval departments, the entire process is tracked and advanced strictly according to the schedule, and "one-on-one" guidance services are organized at any time according to enterprise needs. With the goal of normalizing "commencement upon land acquisition," integrated handling, commitment-based handling, and assisted agency services are implemented in combination, minimizing forms, materials, and procedures to the greatest extent. The "four ones" integrated service for construction permits is promoted, achieving the simultaneous issuance of "three documents and four certificates," ensuring that investment projects commence construction in accordance with laws and regulations.

"To accelerate the progress of whole-process handling, we implement regional comprehensive assessments of soil and water conservation, flood control impact, and other matters in key parks through government purchase of services. Enterprises entering the parks share the assessment results and may have assessment levels lowered or be directly exempted from preparing reports, helping enterprises save money, effort, and time," introduced Xu Tingting, Chief of the Agricultural Affairs Section of the Feicheng City Administrative Approval Service Bureau.

Since 2021, Feicheng City has successively completed regional soil and water conservation assessments for five parks—the High-tech Zone, the Economic Development Zone, the Shiheng Chemical Industry Park, the Jian'an Headquarters Cluster Area, and the Taishan Lithium Valley Laocheng Area—covering a total park area of approximately 71 square kilometers across the city. At present, the assessment results have benefited 64 characteristic industry projects in the city, including intelligent manufacturing, new materials, salt cavern energy storage, high-end chemicals, and building installation, saving enterprises more than 3.2 million yuan and over 3,000 working days. This has not only effectively enhanced the parks' carrying capacity, attractiveness, and development advantages, but also made park planning more scientific, realized overall prevention and control functions, reduced hidden dangers of soil erosion from the source, and supported ecological protection and green, low-carbon, high-quality development. Feicheng City was among the first batch of national soil and water conservation demonstration counties, and in 2023, on behalf of Shandong Province, it passed the Ministry of Water Resources' assessment of soil and water conservation plan implementation with excellent results.
