Recently, the Party Leadership Group of the Ministry of Housing and Urban-Rural Development held an expanded meeting of the theoretical study center group to thoroughly study and implement General Secretary Xi Jinping's important expositions on full and rigorous Party self-governance and advancing the Party's self-revolution, to convey and study the spirit of the Third Plenary Session of the 20th Central Commission for Discipline Inspection, the Code of Disciplinary Punishment of the Communist Party of China (hereinafter referred to as the Code), the spirit of the summary meeting on the thematic education campaign, and the spirit of the Second State Council Meeting on Clean Government, and to make arrangements for studying and implementing the Code. Ni Hong, Secretary of the Party Leadership Group and Minister of the Ministry, presided over the meeting and delivered a speech. Members of the Party Leadership Group and chief engineers of the Ministry attended the meeting, along with the responsible comrades of the discipline inspection and supervision group stationed at the Ministry and the principal responsible comrades of all units directly under the Ministry.
The meeting noted that General Secretary Xi Jinping's important speech at the Third Plenary Session of the 20th Central Commission for Discipline Inspection profoundly summarized the rich practical experience and important theoretical achievements of full and rigorous Party self-governance in the new era, profoundly expounded the important thought on the Party's self-revolution, scientifically answered major questions such as why our Party needs self-revolution, why it can carry out self-revolution, and how to advance self-revolution, and clearly put forward the practical requirements of the "nine withs" for advancing self-revolution. It made strategic arrangements for sustaining efforts and deepening the anti-corruption struggle, providing fundamental guidance for deepening full and rigorous Party self-governance, Party conduct and clean government building, and the anti-corruption struggle on the new journey of the new era. We must thoroughly study and comprehend General Secretary Xi Jinping's important speech, continuously enhance the consciousness and firmness of advancing the Party's self-revolution, identify the entry points and focus of our work, and apply General Secretary Xi Jinping's important thought on the Party's self-revolution throughout the entire process and all links of full and rigorous Party self-governance in the field of housing and urban-rural development.
The meeting noted that the newly revised Code fully implements Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the Party. Starting from the Party Constitution as the general source, it improves disciplinary norms in keeping with the times, further tightens political discipline and political rules, drives the comprehensive tightening of all disciplines, and sends a strong signal that discipline enforcement will become stricter as time goes on. We must resolutely implement the major arrangement for carrying out intensive discipline education throughout the Party and put the study and implementation of the Code on the important agenda to be grasped firmly and well. We must earnestly organize and carry out the "Year of Discipline Education" and the eight major measures of the "Season of Studying the Code," quickly setting off an upsurge of studying the Code, understanding the Code, and abiding by the Code. We must take the study and implementation of the Code as an opportunity to promote the normalization and precision of discipline education, guide the broad masses of Party members and cadres to study discipline, know discipline, understand discipline, and observe discipline, and consciously turn iron discipline into daily habits and standards of action.
The meeting emphasized that we must thoroughly study and comprehend General Secretary Xi Jinping's important speech on consolidating and expanding the achievements of the thematic education campaign, take consolidating and expanding those achievements as a major political task, closely link it with the reality of housing and urban-rural development work, and proactively use the ideological, cognitive, and practical achievements of the thematic education campaign to lead the high-quality development of the cause. We must continue to strengthen theoretical arming, persist in reading original works, studying original texts, and comprehending principles, comprehensively study and understand the scientific system, core essence, and practical requirements of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and master and apply the worldview and methodology of this important thought, truly achieving the integration of learning, thinking, and application and the unity of knowledge, belief, and action. We must continue to promote problem solving, make good use of the experience of the thematic education campaign, improve institutional mechanisms such as learning and education, investigation and research, inspection and rectification, and close ties with the masses, and effectively transform learning outcomes into ideas and measures for promoting high-quality development, enhancing people's well-being, and preventing and defusing risks, and into concrete actions for deepening full and rigorous Party self-governance and advancing self-revolution. We must continue to improve work style, implement the "four goes down to the grassroots" requirement, uphold and develop the "Fengqiao Experience" of the new era, follow the mass line of the new era, and effectively reduce burdens at the grassroots level. We must continue to ensure implementation, firmly establish a correct view of political performance, emphasize practical work, perform practical deeds, and seek practical results, promote the implementation and effectiveness of the 18 key tasks in four major areas deployed at the National Housing and Urban-Rural Development Work Conference, and add luster to one region and contribute to the overall situation through the high-quality development of housing and urban-rural development.
The meeting emphasized that we must earnestly implement the arrangements of the Second State Council Meeting on Clean Government and deepen the promotion of Party conduct and clean government building and the anti-corruption struggle in organs directly under the Ministry. We must strictly observe political discipline and political rules, firmly support the "two establishments," resolutely achieve the "two upholds," and strictly abide by the "nine prohibitions" of the Party Leadership Group of the Ministry and the discipline inspection and supervision group stationed at the Ministry on resolutely safeguarding the centralized and unified leadership of the Party Central Committee. We must persist in addressing both symptoms and root causes, consolidate the foundation, deepen reform, improve systems, mechanisms, and laws and regulations, closely monitor the rectification of corruption problems in key areas such as infrastructure projects and bidding and tendering, and eliminate the soil and conditions for corruption. We must implement the spirit of the Central Eight-Point Regulation and its implementation rules with the spirit of hammering nails, continue to implement the requirement of living a tight life, resolutely rectify formalism and bureaucracy, and resolutely oppose all kinds of thoughts and behaviors that are unwilling to forge ahead. We must earnestly serve as executors, actors, and doers in implementing the decisions and arrangements of the Party Central Committee, serve as an iron army in building Chinese-style modernization, and promote the high-quality development of housing and urban-rural development with an indomitable stance and an unremitting mental state, making new and greater contributions to building a strong country and the great cause of national rejuvenation.
