To improve energy-saving standards for products and equipment, support energy-saving renovations in key sectors, and facilitate large-scale equipment upgrades and trade-ins of consumer goods, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, and four other departments recently jointly issued the "Advanced, Energy-Saving, and Access Levels of Energy Efficiency for Key Energy-Consuming Products and Equipment (2024 Edition)" (hereinafter referred to as the "2024 Edition").
The "2024 Edition" states that all regions should actively carry out energy efficiency diagnostics, conduct surveys of the energy efficiency of products and equipment, promote relevant enterprises to upgrade and renovate their products and equipment, encourage post-renovation energy efficiency to reach the energy-saving level and strive to reach the advanced level. Support should be given to data centers, communication base stations, large public buildings, industrial parks, transportation infrastructure, and others to continuously increase the application proportion of products and equipment at the advanced energy efficiency level. Public institutions such as Party and government organs, sports venues, schools, and hospitals should fully play a demonstrative and leading role and actively implement the government's green procurement policy. In-depth efforts should be made to carry out corporate recycling target responsibility actions, strengthen the recycling and utilization of waste industrial equipment, home appliances, photovoltaic equipment, and others, and achieve large-scale, standardized, and clean recycling and reuse of waste products and equipment. Support should be given to relevant enterprises to increase R&D investment, concentrate on breakthroughs in key generic technologies such as basic materials, key components, processing techniques, intelligent control, and digital energy saving for high-efficiency and low-carbon products, and enhance the competitive advantages of green industries.
The "2024 Edition" specifies that the energy efficiency level of products and equipment should be taken as an important technical basis for energy conservation review of fixed asset investment projects. For enterprises' new construction, reconstruction, and expansion projects and projects supported by fiscal funds such as central budget investment, the energy efficiency of main energy-consuming products and equipment must reach the energy-saving level, and priority should be given to using products and equipment whose energy efficiency reaches the advanced level. For industries with saturated production capacity, the energy efficiency of main energy-consuming products and equipment should in principle reach the advanced level. Energy conservation authorities and industry and information technology authorities at all levels should strengthen energy conservation supervision, urge enterprises to enhance energy efficiency management of products and equipment, and eliminate outdated and backward energy-consuming products and equipment in accordance with laws and regulations. Market supervision departments at all levels should intensify quality supervision, prohibit in accordance with laws and regulations the production and sale of products and equipment whose energy efficiency is below the access level, and severely crack down on false advertising of energy efficiency levels. Finance departments at all levels should strengthen government procurement supervision, and public institutions should strictly implement the "Government Procurement List of Energy-Saving Products" and do a good job in procuring energy-saving products.
In light of the implementation of the energy efficiency levels of products and equipment, the updating and upgrading of mandatory energy efficiency standards should be accelerated, gaps in mandatory energy efficiency standards in fields such as information and communications, transportation, new home appliances, and renewable energy should be filled, the energy efficiency indicators of general products and equipment in fields such as industry and commerce should be steadily improved, and the formulation of energy efficiency standards for the system operation of pumps, fans, air compressors, and others should be accelerated. In accordance with the principle of "aligning with the higher rather than the lower," coordination and alignment should be ensured between mandatory energy efficiency standards and the advanced, energy-saving, and access levels of energy efficiency for key energy-consuming products and equipment. Local standards, industry standards, and group standards that are stricter than national standards are encouraged to be formulated. Products and equipment at or above the advanced energy efficiency level and related production technologies and processes should be given priority for inclusion in the encouraged category of the "Guiding Catalogue for Green and Low-Carbon Transition Industries," the "Catalogue for the Promotion of Green Technologies," and the "Guiding Catalogue for Industrial Structure Adjustment." The green product certification and labeling system should be improved, the supply of green products should be increased, and green consumption should be guided. Relevant policies on government green procurement should be improved, and research should be conducted on increasing government procurement support for products and equipment whose energy efficiency reaches the energy-saving level. Financial and other policies should be applied in a coordinated manner, relevant tax incentive policies for environmental protection and energy conservation should be implemented, and enterprises should be supported in carrying out energy-saving, emission-reduction, and carbon-reduction renovations of products and equipment. Financial institutions are encouraged to provide medium- and long-term credit support for enterprises' R&D and manufacturing of high-energy-efficiency products and equipment, and eligible enterprises are supported in issuing bonds for financing.
The "2024 Edition" takes effect on April 1, 2024, and the "Advanced, Energy-Saving, and Access Levels of Energy Efficiency for Key Energy-Consuming Products and Equipment (2022 Edition)" is simultaneously abolished. Where relevant product and equipment standards have special provisions, those provisions shall prevail.
