On February 26, 2014, General Secretary Xi Jinping chaired a symposium in Beijing to specifically hear reports on the coordinated development of the Beijing-Tianjin-Hebei region and delivered an important speech, comprehensively and profoundly expounding the major significance, advancement approach, and key tasks of the Beijing-Tianjin-Hebei coordinated development strategy. Over the past decade, under General Secretary Xi Jinping's personal planning, personal deployment, and personal promotion, the coordinated development of the Beijing-Tianjin-Hebei region has yielded fruitful results and remarkable achievements, and is steadily advancing toward the goals of top-level design. The practical experience gained through exploration is also of great overall significance. As one of the three major important power sources leading the country's high-quality development, the Beijing-Tianjin-Hebei region bears the mission of becoming a pioneering zone and demonstration zone for Chinese-style modernization. On the new journey, we must strengthen confidence, maintain resolve, and push the coordinated development of the Beijing-Tianjin-Hebei region to new heights.
Coordinated development has achieved remarkable results
Over the past decade, the total economic volume of the Beijing-Tianjin-Hebei region has continued to expand, the industrial structure has been optimized and upgraded, the scale of consumption has continued to rise, residents' incomes have grown steadily, and coordinated development has achieved remarkable results.
The awareness of coordinated development has been continuously strengthened. In 2014, General Secretary Xi Jinping proposed "we must focus on increasing efforts to promote coordinated development and consciously break the mindset of 'keeping to one's own plot of land'", and in 2019 further emphasized "enhancing the consciousness, initiative, and creativity of coordinated development". Beijing, Tianjin, and Hebei have earnestly implemented the requirements. From each going its own way and minding its own business to supporting and assisting one another, coordinated cooperation has now formed a broad consensus.
Initial results have been achieved in relieving Beijing of non-capital functions. Beijing has taken the initiative to phase out and withdraw from enterprises that do not conform to its functional positioning as the capital, and has continuously optimized and enhanced its core functions as the capital. The construction of Beijing's "new two wings" has advanced in a coordinated manner. The city sub-center has anchored the urban spatial structure of "one belt, one axis, and multiple clusters", comprehensively accelerating the implementation of planning and the formation of the urban framework. The Xiong'an New Area has entered a stage in which large-scale construction and the undertaking of the relief of Beijing's non-capital functions are given equal importance.
The "Beijing-Tianjin-Hebei on rails" is accelerating its formation. The three localities have actively promoted the construction of a multi-node, grid-shaped, and fully covered transportation network with rail transit as the backbone. The Beijing-Zhangjiakou high-speed railway, the Beijing-Xiong'an intercity railway, the Beijing-Tangshan intercity railway, and the Beijing-Binhai intercity railway have been opened and put into operation; Beijing Daxing International Airport has been officially put into operation; and expressways such as the Beijing-Kunming, Beijing-Taipei, and Beijing-Qinhuangdao expressways have been successively completed. The one-hour transportation circle in the core area of the Beijing-Tianjin-Hebei region and the 1.5-hour transportation circle between adjacent cities have basically taken shape.
Joint prevention, control, and treatment of the ecological environment have been strengthened in an overall manner. In the past, the ecological environment was a source of pain for the people of the Beijing-Tianjin-Hebei region. In recent years, the three localities have deepened collaboration and established a joint law enforcement mechanism for ecological and environmental protection. Tianjin and Hebei have signed a horizontal ecological compensation agreement for the upstream and downstream of the Luan River diversion project. Regional environmental quality has improved markedly, and fruitful results have been achieved in building a beautiful and livable Beijing-Tianjin-Hebei region.
The level of integrated development of scientific and technological innovation and industry has continued to improve. With the establishment of industrial cooperation platforms as a key lever, the three localities have engaged in frequent industrial transfer and docking, and industrial cooperation has become closer. Enterprises from Beijing's Zhongguancun have successively set up branches in Tianjin and Hebei, and a large number of major projects from Beijing and Tianjin have settled in Hebei.
Practical exploration is of important value
The coordinated development of the Beijing-Tianjin-Hebei region has moved from "seeking ideas, laying the foundation, and seeking breakthroughs" to "pushing the stone up the mountain, climbing over the ridge, and overcoming difficulties". The achievements have not come easily, and its practical exploration is of overall value and significance.
It provides a reference for cross-regional coordinated development. Regional division of labor and cooperation is conducive to giving play to the comparative advantages of each region and improving the efficiency of economic operations. Due to obstacles in systems and mechanisms such as departmental and regional segmentation, some regions in China lack reasonable division of labor and suffer from problems such as redundant construction and homogeneous competition. The Beijing-Tianjin-Hebei region is geographically adjacent, and such problems were also relatively prominent in the past. General Secretary Xi Jinping pointed out profoundly that "we must adhere to complementary advantages, mutual benefit and win-win results, and solid advancement, and accelerate the pace of finding a path of scientific and sustainable coordinated development". From the perspective of the national strategy, the coordinated development of the Beijing-Tianjin-Hebei region is of great significance and has reference value and important inspiration for the cross-regional coordinated development of other regions. First, consciously break the mindset of "keeping to one's own plot of land", strengthen top-level design, and advance layout adjustment. Second, adhere to complementary advantages, mutual benefit and win-win results, and explore the establishment of cooperation and sharing mechanisms such as tax revenue sharing and cross-basin ecological compensation mechanisms. Third, deepen reform at the institutional level, break down administrative barriers, build an open and unified regional market, promote the free flow and optimal allocation of various factors within the region in accordance with market rules, and establish a new system for coordinated and balanced regional development. Fourth, in terms of working methods, adhere to a problem-oriented approach and systematic thinking, maintain historical patience and strategic resolve, and properly handle various major relationships, such as the relationship between the speed of urban construction and the scale of population agglomeration, industrial transfer and industrial upgrading, government and market, and urban and rural areas, fully reflecting the scientific spirit of following objective laws.
It provides a solution for addressing "urban diseases". With the advancement of industrialization and urbanization, the agglomeration of population, capital, and industry gradually forms high-density metropolitan areas, which in turn triggers a series of economic and social problems such as traffic congestion, air pollution, and housing difficulties. From agglomeration to diffusion and from a single center to multiple centers is a common practice adopted by countries to solve "urban diseases". The Beijing-Tianjin-Hebei region, all part of the capital region, is one of the regions in China with the greatest economic vitality, the strongest innovation capacity, and the largest absorption of population, and is also an important engine driving China's economic development. However, it also faces many difficulties and problems. In particular, Beijing has agglomerated too many non-capital functions, and the problem of "urban diseases" is prominent, attracting widespread attention from the whole society. General Secretary Xi Jinping pointed out that relieving Beijing of non-capital functions and promoting the coordinated development of the Beijing-Tianjin-Hebei region is a huge systematic project. The goal must be clear: by relieving Beijing of non-capital functions, adjust the economic structure and spatial structure, embark on a new path of connotative and intensive development, explore a model for the optimal development of densely populated and economically concentrated areas, promote coordinated regional development, and form new growth poles. Actively, steadily, and orderly relieving Beijing of non-capital functions and building Beijing's city sub-center and Hebei's Xiong'an New Area to effectively solve the "urban disease" problem is where the important value of the decade of exploration in the coordinated development of the Beijing-Tianjin-Hebei region lies.
Strengthen mission and responsibility on the new journey
During an inspection tour in Hebei in 2023, General Secretary Xi Jinping chaired a symposium on deepening the coordinated development of the Beijing-Tianjin-Hebei region and emphasized that "we must enhance our ability to seize opportunities, respond to challenges, turn crises into opportunities, and foster new opportunities, coordinate development and security, and advance all work with a more energetic and promising mental state". On the new journey, we must achieve new accomplishments with a new sense of mission and responsibility and deepen the coordinated development of the Beijing-Tianjin-Hebei region.
First, give play to the role of a power source leading high-quality development and strive to make the Beijing-Tianjin-Hebei region a pioneering zone and demonstration zone for Chinese-style modernization.
As one of the three major important power sources leading the country's high-quality development, the Beijing-Tianjin-Hebei region has a solid innovation foundation and strong strength. It is necessary to strengthen coordinated innovation and industrial collaboration and play a demonstrative and driving role in achieving high-level scientific and technological self-reliance and self-strengthening.
First, accelerate the construction of Beijing International Science and Technology Innovation Center and a high-level talent highland, and strive to build an important source of China's independent innovation and the main source of original innovation. On the one hand, relying on high-level science and innovation platforms such as "three science cities and one science park", national laboratories in Beijing, and the Chinese Academy of Sciences, we should continue to increase support for the development of basic science, coordinate the promotion of high-quality development of new research and development institutions, thoroughly implement the action plan for tackling key core technologies, actively create national intellectual property protection demonstration zones, foster an open innovation ecosystem with international competitiveness, and accelerate the construction of Beijing International Science and Technology Innovation Center. On the other hand, we should introduce and cultivate more leading scientific and technological talents, outstanding young scientists, and outstanding young talents, deepen the reform of talent development systems and mechanisms, give researchers more autonomy, provide a stage for innovation where all kinds of talents can display their abilities, and accelerate the construction of a high-level talent highland.
Second, build a new model of industry-university-research collaboration and improve the efficiency and proportion of regional transformation of scientific and technological achievements. Building a new model of industry-university-research collaboration featuring highly coordinated, clearly divided, and deeply integrated multi-subjects such as enterprises, research institutes, and institutions of higher learning is not only an inevitable requirement for adapting to global technological innovation trends but also an effective way to promote scientific and technological innovation and improve the efficiency of transforming scientific and technological achievements. On the one hand, we should target the industrial technological innovation needs of the Beijing-Tianjin-Hebei region, improve the matching between the innovation chain and the industrial chain, and enhance the level of regional industry-university-research collaboration and the regional capacity for transforming achievements. On the other hand, we should establish an integrated online public platform for industry-university-research collaboration within the region to achieve three-dimensional display of scientific and technological achievements, intelligent push, and efficient matching of supply and demand. At the same time, we should improve institutional arrangements conducive to industry-university-research collaboration and formulate relevant measures on benefit distribution, ownership of property rights, and risk sharing to stimulate enthusiasm for industry-university-research collaboration.
Third, strengthen the principal position of enterprises in innovation and form a batch of innovative leading enterprises with independent intellectual property rights and international competitiveness. Create a better environment more conducive to the growth of science and technology enterprises. Relying on park carriers such as *** high-tech development zones, economic and technological development zones, Zhongguancun Science Park, and pilot free trade zones, vigorously cultivate innovative enterprises, especially leading science and technology enterprises, and give key support in areas such as projects, funds, technology, talent, and taxation to encourage enterprises to increase investment in innovation.
Fourth, give play to the comparative advantages of each locality and strengthen regional coordinated innovation. It is necessary to combine Beijing's advantages in scientific and technological innovation with Tianjin's advantages in advanced manufacturing and research and development, strengthen joint efforts to tackle key core technologies, jointly build the Beijing-Tianjin-Hebei National Technology Innovation Center, and enhance the capacity of scientific and technological innovation as a growth engine. Hebei should give play to its geographical advantage of being adjacent to Beijing and Tianjin, build economic corridors connecting Beijing and Tianjin from different directions, and areas with favorable conditions should better undertake the spillover effects of Beijing and Tianjin's science and technology and industrial transfer.
Fifth, consolidate and strengthen the foundation of the real economy, transform and upgrade traditional industries, cultivate and develop emerging industries, and make forward-looking arrangements for future industries. Make the development of strategic emerging industries such as integrated circuits, cybersecurity, biomedicine, power equipment, and safety and emergency equipment a top priority, and strive to build *** advanced manufacturing clusters.
Second, firmly grasp the "bull's nose" of relieving Beijing of non-capital functions and promote greater breakthroughs in the construction of Beijing's "new two wings".
To actively, steadily, and orderly relieve Beijing of non-capital functions, it is necessary to further strictly control the increment of Beijing's non-capital functions from the source and enhance the driving force for relief. Adhere to the principle of being active and steady and seeking progress while maintaining stability, combine controlling the increment with relieving the stock, and grasp both internal functional reorganization and outward relief and transfer, so as to advance the relief work in a powerful, orderly, and effective manner. It is necessary to continue to improve the policy system of incentives and constraints for relief, fully give play to the role of market mechanisms, and enhance the endogenous driving force for outward relief through market-based and law-based means. It is necessary to continuously innovate methods and approaches and accumulate useful experience for the relief of non-core functions of metropolitan areas.
In the construction of Beijing's "new two wings", three relationships must be handled well. First, handle the relationship between the construction of Beijing's city sub-center and the Xiong'an New Area. The "two wings" should work in a coordinated manner and avoid homogenization in their respective functional positioning. Second, handle the relationship between the construction of Beijing's city sub-center and the central urban area, realize the support of the sub-center for the main center and the co-prosperity of the main center and sub-center, and use the space vacated by relocation mainly to strengthen service support for the capital's core functions. Third, handle the relationship between the construction of Beijing's city sub-center and surrounding areas, take the promotion of the construction of the integrated high-quality development demonstration zone of Tongzhou District and the three northern counties as a key lever, and drive the high-quality development of surrounding border areas.
Third, deepen intra-regional coordination, improve people's well-being, and promote common prosperity.
The ultimate purpose of promoting the coordinated development of the Beijing-Tianjin-Hebei region is to improve people's well-being and promote common prosperity. To this end, multiple measures and coordinated linkages are needed.
First, continue to accelerate the construction of transportation and other infrastructure, weave a dense comprehensive transportation network, and improve the efficiency and convenience of connectivity among Beijing, Tianjin, and Hebei. Second, give play to the radiating and driving role of large cities, perform well the "tale of two cities" of Beijing and Tianjin in terms of the breadth and depth of cooperation, jointly build a regional development highland, and lead and drive the construction of the Beijing-Tianjin-Hebei *** city cluster. Third, make great efforts to optimize the business environment, deepen institutional and mechanism reform and expand opening up, actively communicate, connect, and cooperate with other regions at home and abroad, and build a national highland for opening up. Fourth, improve the level of equalization of basic public services, promote the joint construction and sharing of public services, strengthen the employment-first policy, promote the sharing of high-quality basic education resources of primary and secondary schools in Beijing and Tianjin with Hebei, promote the extension and layout of Beijing and Tianjin elderly care projects to areas in Hebei with favorable conditions, and continue to advance major ecological projects such as the construction of green ecological barriers. Through these tangible measures, deepen intra-regional coordination and enable the people of Beijing, Tianjin, and Hebei to achieve new improvements in their sense of fulfillment, happiness, and security.
