On the 19th, the Chengdu Municipal Education Bureau issued the "Notice on Making Good Preparations for the Start of the Spring 2024 Semester for Primary and Secondary Schools and Kindergartens" (hereinafter referred to as the "Notice"), making specific arrangements for adjustment and adaptation, home-school collaboration, campus safety and health prevention, mental health, and the implementation of the "double reduction" policy.
The "Notice" requires that the first week of the semester for all schools in Chengdu be an "enrollment adaptation period," that is, a transition week to guide students in gradually adapting from vacation to the semester. Schools may, based on actual circumstances, delay the reporting time on the first day to 9:30.
In addition, the two weeks after the start of the semester shall be a "homework grace period," during which teachers may not prevent students from coming to school on the grounds that they have not completed their homework; except for the senior year of high school, no examinations or tests of any kind may be held within two weeks after the start of the semester, and students' academic burden may not be arbitrarily increased. Schools should focus on risk points such as emotional problems arising from enrollment adaptation, psychological pressure caused by learning tasks, and parent-child conflicts, proactively identify students in need of attention, and promptly provide care and assistance.
At the same time, the Chengdu Municipal Education Bureau requires that mental health education work plans be formulated in a targeted manner before and after the start of the semester. Within two weeks after the start of the semester, schools shall organize and carry out a physical and mental health screening of all students, focusing on understanding students' parent-child relationships, physical and mental conditions, and ideological dynamics during the winter vacation, improving classified prevention mechanisms, and promptly providing psychological assistance. Schools should actively organize mental health education activities and, through channels such as the "first lesson of the semester," mental health education classes, psychological lectures, class and team activities, and interdisciplinary integrated teaching, carry out themed education on loving life and loving living for all students. Through measures such as "one hour of exercise every day" and "a quarter hour of listening every day," students should be guided to participate in at least one hour of physical exercise every day, and to promote effective communication and exchange between students and their classmates and family members for 15 minutes every day.
The "Notice" also emphasizes the need to implement the requirements of the "double reduction" work. All schools in Chengdu shall strengthen the coordinated management of homework, strictly control the total amount of written homework, improve the quality of homework design, and ensure that no written homework is assigned for the first and second grades of primary school, while appropriate consolidation exercises may be arranged on campus; for other grades of primary school, the average time to complete written homework each day shall not exceed 60 minutes; for junior high school, the average time to complete written homework each day shall not exceed 90 minutes. Primary school students shall be guided to basically complete their written homework on campus during after-school service time, deepening the practice of "primary school homework does not go home." The total amount of written homework time shall also be controlled on weekends and statutory holidays.
