Recently, the Zhucheng Municipal Administrative Approval Service Bureau implemented "five certificates issued simultaneously" for the Zhucheng Huayuan Biotechnology annual output of 10,000 tons high-end microbial polysaccharide project. In recent years, Zhucheng City has focused on optimizing and improving the efficiency of engineering construction project approval. Centering on serving projects and enterprises, it has taken "start construction upon land acquisition" and "five certificates issued simultaneously" as breakthrough points for optimizing the business environment and boosters for accelerating project construction. "Multi-department coordinated pre-review" resolves the dilemma of "projects waiting for land," compressing approval time to the maximum extent, and providing enterprises with an engineering construction approval model of "early intervention + careful guidance + one-stop service," refreshing the "Zhucheng speed" of engineering construction project approval services.

Fully implement the "Five Ones" working method to accelerate and improve the efficiency of key projects. The "Zhucheng City Implementation Plan for 'Five Certificates Issued Simultaneously' for Key Industrial Projects" was issued, innovatively promoting the "Five Ones" working mechanism across the entire chain of industrial project approval (one blueprint clarifying procedures, one form integrating materials, one system integrating processing, one chain providing comprehensive services, one mechanism enabling coordinated action). The five originally serial approval stages—issuance of the land use planning permit, real estate ownership certificate, engineering planning permit, drawing review qualification certificate, and construction permit—have all been changed to parallel approval, achieving integrated "five certificates issued simultaneously" in 35 days and improving approval efficiency by 70%.

Innovate and upgrade the "project steward" assistance and agency service to build a "full chain" of precise services. For 12 matters commonly handled by enterprises, a QR code information sheet titled "Zhucheng City 'Project Steward' Assistance and Agency Service Common Matters QR Code" was compiled, raising the standardization rate of application materials by 30.5% and directly reducing consultation calls by 17%. Innovatively launching "livestream + assistance" services, project stewards go directly to construction sites and enterprises to provide door-to-door services, while webcasts provide enterprises with online services such as policy interpretation and assistance and agency services, making the "Jinmei Ban · Zhushi Cheng" assistance and agency service brand widely known, precisely connecting and serving project construction, and building a new channel of communication and exchange between the government service hall and enterprises.

Expand coverage and increase volume of "cloud survey and cloud evaluation" to create a "light" government service experience. Making full use of the information equipment of the "Project Steward Workstation" and through big data and government information interconnection and sharing channels, an engineering project "cloud" survey center has been created. Adopting transcending time and space methods such as "screen-to-screen, zero meeting, palm-based processing," and on the basis of earlier promotion and application, the coverage and convenience of "cloud survey and cloud evaluation" have been further expanded, saving manpower, material resources, and financial resources, and solving problems in on-site field surveys such as inconvenient transportation, difficulty finding locations, repeated manpower, and time conflicts. Project construction has pressed the approval "double-speed key," and since 2023, 110 "cloud survey and cloud evaluation" projects have been processed.

Concentrate efforts on optimizing approval for municipal facility construction and promote commitment-based and integrated processing. For municipal facility approvals involving excavation areas within 10 square meters, a notification and commitment system is implemented; since 2023, 38 such cases have been processed, saving more than 100 days in time costs. Eight matters—including approval for excavating urban roads, approval for transplanting or felling trees, and approval for temporary occupation of urban green space—have been merged and integrated into "municipal facility construction approval," achieving the filling of one form, submission of one application, and completion of multiple permits.

Project construction is the lifeline of high-quality economic development. Next, the bureau will continue to advance "five certificates issued simultaneously" for key projects, personally engage in the work, keep a close watch and stay firmly on task to fully open up the "element chain" of project construction and industrial development, using the "subtraction of administrative approval" to exchange for the "addition of market vitality," and promoting the implementation and steady, long-term progress of the "strong city through industry, industry first" strategy.
