Recently, Shandong released the 2024 provincial major project list, and the Qingdao Guanlu Reservoir Project is included. As an important storage project of the East Route of the South-to-North Water Diversion Project planned by Shandong Province, Guanlu Reservoir is a major project to secure water for Qingdao's long-term development. Since 2023, Qingdao has launched an all-out campaign to build Guanlu Reservoir. At present, reservoir area clearing and the diversion of Shunxi River and Moshui River have been smoothly completed, and 63% of the total volume of dam-crossing structures has been completed, laying a solid foundation for achieving the goal of completing the reservoir construction within three years.
In the cold winter season, Qingdao ushers in the golden season for water conservancy construction. The Guanlu Reservoir Project in Jiaozhou City is being stepped up in construction. At the construction site, machinery shuttles back and forth and equipment roars, while construction contents such as dam-crossing structures, three pumping stations, and interlocking block paving for the Moshui River and Shunxi River are being carried out in an orderly manner, and construction of the project has been launched across the board.
Guanlu Reservoir is an important node of the national water network. It is designed as a large (Type II) reservoir with a total storage capacity of 211 million cubic meters and covers an area of about 20,287 mu. It is the largest storage reservoir to start construction in Qingdao in nearly 30 years and is scheduled to be completed by the end of 2025. On the basis of completing 69 preliminary tasks in 10 months in 2022, in 2023 the Municipal Water Affairs Administration, in accordance with the goal of completing a large reservoir in three years, worked with relevant departments to advance land acquisition and demolition and project construction in an overlapping manner, achieving full-line construction of the 12.7-kilometer perimeter dam project.
After Guanlu Reservoir is completed and impounded in 2025, it will fundamentally change the water supply situation of a single canal and a single reservoir, and together with Jihongtan Reservoir form a "double insurance" for water supply to the metropolis, ensuring that Qingdao has a water source reserve capacity of more than 120 days. Since 2023, Qingdao has simultaneously advanced the reservoir water transmission and distribution project, planning and constructing 4 water transmission pipelines and 7 large water plants with a total investment of 15.86 billion yuan, comprehensively enhancing Qingdao's capacity to ensure integrated urban and rural water supply.
The carrying space of water determines the development space of the economy and society. In governing and developing water, Qingdao has actively integrated into the construction of the national major water network. Facing the city's development vision for 2035, it has planned and compiled the Qingdao Modern Water Network Construction Plan. Following a three-step strategy, it aims to build six major networks, including flood control safety, water supply security, and river and lake ecology, and to create a major water network pattern of "five trunk lines and ten branches, five vertical and five horizontal lines, two hubs and multiple points." As key water conservancy projects such as the construction of Guanlu Reservoir accelerate, the blueprint of Qingdao's modern water network construction plan is being translated into construction drawings and real-life scenes.
Seizing the opportunity period of national policies and the golden period of water conservancy development, Qingdao's water affairs system plans the major water network, builds major projects, and allocates water resources to ensure water security for economic and social development. In addition to building Guanlu Reservoir, an important hub project of the modern water network system, Qingdao has also formulated and implemented a three-year action plan and six special plans, established a reserve pool of 311 projects with a total investment of 140 billion yuan, and advanced network interconnection, network supplementation, and chain strengthening in an orderly manner. Since 2023, it has focused on advancing 76 key water affairs projects with an investment of 43 billion yuan. The city's fixed asset investment in water conservancy increased by 330% year on year, and the city was selected as a provincial-level municipal water network demonstration area.
