The bureau strictly implements the requirements of the "Notice of the Shenzhen Municipal Housing and Construction Bureau on Further Optimizing Construction Project Bidding Filing Work," deepens the implementation of the bidder responsibility system, trials an "instant approval" mechanism for bidding filings of supervised projects, simplifies the filing process, implements "instant approval" processing for filings, and, on the basis of strictly executing the basic construction procedures of engineering projects, requires the bidder (or the entrusted bidding agency) to fill in the bidding filing application according to the filing materials checklist; projects uploaded with complete content are immediately approved for filing.

　　The Longgang District Housing and Construction Bureau continuously strengthens in-process supervision and establishes a review mechanism. During the bidding announcement period, it adopts a combination of random spot checks and key inspections to review project approval documents, budget estimate approvals, qualification setting conditions, bidding content, bidding time limits, etc., and completes this within 2 working days after the filing is approved. Since 2023, the bureau has reviewed a total of 644 construction project bidding filings and 935 bidding document change and clarification filings. The bureau also strictly implements the requirements of higher-level housing and construction departments, fully launches the digitization of application materials for building fire protection review and inspection, and improves the efficiency of handling construction project fire protection administrative licenses and filings. In 2023, it completed 101 construction project fire protection design reviews, 78 fire protection acceptances, and 900 fire protection acceptance filings.
