On January 26, the seventh session of the Housing and Urban-Rural Development Lecture Series was held. Song Hansong, head of the Discipline Inspection and Supervision Group stationed at the Ministry and member of the Ministry's Party Leadership Group, attended, and Jiang Xiaoqun, chief engineer of the Ministry, presided over the session. Jiang Yi, academician of the Chinese Academy of Engineering and professor at Tsinghua University, was invited to give a special lecture.

Jiang Yi, in the context of the energy revolution and China's "dual carbon" strategy, explained in detail the sources and accounting methods of building carbon emissions, analyzed the key tasks for achieving carbon neutrality in the building sector, and proposed technical pathways for reducing operational carbon emissions of buildings from aspects such as electrification of building energy use, zero-carbon electricity, construction of heating systems with zero-carbon heat sources, and construction of new rural energy systems.

Accelerating the green and low-carbon transformation of urban and rural construction is of great significance for achieving the "dual carbon" goals and comprehensively advancing the building of a Beautiful China. It is necessary to thoroughly implement the Opinions on Promoting Green Development of Urban and Rural Construction issued by the General Office of the CPC Central Committee and the General Office of the State Council, earnestly implement the Implementation Plan for Carbon Peaking in the Urban and Rural Construction Sector, scientifically determine carbon reduction requirements for the housing and urban-rural development sector, and advance building-sector carbon peaking and carbon neutrality actively and prudently through systematic planning and phased implementation. It is necessary to strengthen the foundational capacity and institutional development for carbon emissions in the building sector, promote the large-scale development of low-carbon buildings, advance energy-saving and carbon-reduction renovation of existing buildings, accelerate the utilization of renewable energy, and actively promote research and development of low-carbon technologies, so as to provide strong support for the green and low-carbon transformation and development of urban and rural construction and for achieving the "dual carbon" goals in the building sector.

This session of the Lecture Series was held in the format of "on-site meeting plus video conference." Relevant comrades from the Ministry's departments and bureaus, directly affiliated units, and provincial housing and urban-rural development authorities participated.
