The Office of the Work Safety Committee of the State Council recently issued a notice, deploying a nationwide concentrated fire safety hazard-elimination and tough-battle rectification campaign, requiring resolute and thorough rectification of prominent risks and hidden dangers in key venues, and resolutely preventing and curbing the occurrence of fires causing mass casualties.

It is reported that the campaign starts immediately and ends at the end of March, divided into three stages: mobilization and deployment, hazard elimination and tough battle, and acceptance evaluation. It will target three types of venues—"nine small venues," mixed multi-business operation venues, and crowded venues—to carry out concentrated rectification of problems such as illegal and non-compliant construction operations and production and business activities, inadequate safe evacuation conditions, and illegal installation of security nets and billboards.

The notice requires that six measures be taken to carry out the campaign in a concentrated manner: major inspection, major rectification, major exposure, major drills, major interviews, and major supervision. Rectification notices for the three types of key venues shall be issued, the three types of venues shall be fully mobilized to self-check and self-rectify prominent fire safety risks and hidden dangers, fire inspection key points for the three types of venues shall be formulated and issued, and major fire safety inspections in industry sectors shall be organized and carried out to identify prominent risks and hidden dangers in industry sectors; for prominent risks and hidden dangers found in inspections, they shall be registered and recorded, managed in a closed loop, addressed with classified measures, and cleared one by one; typical hidden dangers, prominent problems, and serious illegal acts shall be exposed in a concentrated manner, and the names of units and specific problems shall be announced to the public.

All regions, relevant departments, and units shall strengthen organizational leadership, firmly compact responsibilities, adopt effective measures, and conscientiously inspect risks and hidden dangers; strengthen coordinated advancement, organize comprehensive safety risk assessments, accurately identify key areas, sensitive venues, and weak links where hidden dangers are concentrated, and adopt precise and powerful measures to launch a tough battle; strengthen supervision and effectiveness, incorporate this campaign into routine supervision and inspection content, and strengthen process supervision and accountability. During the campaign, if a fire accident causing mass casualties occurs, the accountability retroactive investigation mechanism shall be initiated in accordance with procedures, and the responsibilities of relevant personnel shall be seriously pursued in accordance with laws, regulations, and discipline.
