Pang Jun, member of the Guangxi Zhuang Autonomous Region Committee of the Chinese People's Political Consultative Conference (CPPCC) and director of the Guangxi Zhuang Autonomous Region Healthcare Security Administration, introduced on the 24th that in 2023, centralized procurement in Guangxi reduced the public's medical burden by more than 13 billion yuan (RMB, same below). This year, Guangxi plans to add more than 100 types of drugs and more than 15 categories of medical consumables to centralized volume-based procurement, strengthen the governance of listed prices, and continue to reduce the public's medical burden.
From January 21 to 26, the second session of the 14th Guangxi Zhuang Autonomous Region People's Congress and the second session of the 13th Guangxi Zhuang Autonomous Region CPPCC Committee were held in Nanning. During the meetings, Pang Jun accepted an interview withChina News Servicereporters and introduced that in 2023, Guangxi added 126 drugs to medical insurance reimbursement, and newly implemented centralized procurement of 79 drugs and 35 categories of medical consumables.
At present, the price of oseltamivir phosphate dry suspension for the treatment of influenza A has dropped from more than 100 yuan per bottle before centralized procurement to 15.99 yuan, a decrease of 75.63%. On the basis of "lowering prices without lowering quality," Guangxi also carried out a special governance campaign on dental implant charges and consumable prices. The cost of a single dental implant dropped from 10,000 to 15,000 yuan to about 5,500 yuan, an average decrease of more than 50%.
Pang Jun said that this year, Guangxi will continue to release the benefits of healthcare security reform through multiple measures, continue to implement dynamic adjustments to medical service prices, plan to add 200 medical service items to medical insurance reimbursement, raise the reimbursement ratio for 800 items, meet the public's demand for new medical service technologies, and steadily improve the level of medical insurance benefits.

Healthcare security is an important livelihood department and is related to the public's sense of gain, happiness, and security in seeing a doctor and receiving medical treatment. In 2023, Guangxi's insurance participation rate remained above 97%. Practicing the principle of "responding to the people's calls with action," Guangxi implemented "exemption from filing" for medical treatment outside the place of registration within the autonomous region, built a "five-level" service system covering the autonomous region, city, county, township, and village, and created a "15-minute healthcare security service circle." All 43 healthcare security service items in the region can be handled "fully online" and "cross-province," and the online handling rate increased from 85% to 100%.
At present, assistance for low-income rural populations in Guangxi is guaranteed, women's maternity benefits have achieved breakthroughs, and care for disabled persons has gained "medical" support. Guangxi has unified and standardized the region's maternity insurance policy, included outpatient prenatal examinations in medical insurance reimbursement, and insured female employees who give birth to a third child can enjoy up to 158 days of maternity allowance; medical service items related to "IVF" have been included in medical insurance reimbursement, helping families who wish to have children "conceive" and "afford to give birth," which has received widespread public attention and praise.
The medical insurance fund is the public's "life-saving money." Guangxi carried out flight inspections within the autonomous region through inter-city cross-inspections and conducted "carpet-style" full-coverage on-site inspections of 18,000 designated medical institutions and pharmacies across the region. At the same time, it innovatively applied intelligent monitoring systems, promoted big-data-enabled supervision, continuously improved off-site inspection and supervision capabilities, and formed integrated supervision before, during, and after events.
In addition, Guangxi built a five-in-one supervision pattern of coordinated management. Following the working approach of "full coverage, three-dimensional, and collaborative," it maintained a high-pressure stance against insurance fraud. In 2023, Guangxi recovered (including refused payments) a total of 545 million yuan in medical insurance funds, making the public more reassured when seeing a doctor and more confident when spending and seeking reimbursement.
