Wang Hui, Member of the Party Leadership Group and Vice Minister of the Ministry of Housing and Urban-Rural Development, attended the meeting and delivered a speech.

The meeting noted that with the Spring Festival approaching and compounded by the impact of cold wave weather, natural disasters and work safety accidents are prone to occur frequently, and the work safety situation is severe and complex. Housing and urban-rural development departments at all levels and relevant units must earnestly study and implement the spirit of General Secretary Xi Jinping's important instructions and directives, effectively strengthen the sense of responsibility of "always being uneasy in mind," adhere to the principle of putting people and life first, strengthen bottom-line thinking, take protecting people's lives and safety as the most realistic "top priority of the country," go all out to ensure work safety in the housing and urban-rural development sector, and take practical actions to uphold the "Two Upholds."

First, deepen the special rectification of urban gas safety. Establish a regular screening mechanism for gas safety hazards, improve the mechanism for eliminating existing gas safety hazards and controlling new ones, promptly carry out "look-back" screening and rectification, ensure that the rectification of existing hidden dangers truly "clears the warehouse and sees the bottom," and strictly control new hidden dangers. Continue to strengthen the deterrent effect of supervision and law enforcement, consolidate the rule-of-law foundation, continuously strengthen gas safety training and publicity, and promote the formation of a social atmosphere in which "everyone talks about safety and everyone knows how to respond to emergencies." Urge projects under construction to prevent and resolve collapse risks at foundation pits, scaffold foundations, and other locations, and strengthen control of construction safety hazards caused by strong winds and cold waves to the operation of tower cranes, aerial work baskets, and other mechanical equipment. In response to risks that may arise after work stoppages during the Spring Festival, such as corrosion and aging of mechanical equipment parts, failure of safety devices, instability of high cut slopes, and accumulation of toxic and harmful gases in confined spaces, carry out special screening and rectification. Conduct full-coverage inspections for resumption of work and production after the festival to ensure that work safety conditions are met. Third, continue to advance the screening and rectification of safety hazards in urban and rural housing and buildings. Deepen the special rectification of self-built house safety; in response to the safety risks brought by the substantial increase in self-built house business activities during the Spring Festival, deploy early, plan ahead, and respond proactively, and resolutely ensure that "people do not enter dangerous houses and dangerous houses do not admit people" and that "business is not conducted with hazards and hazards are not present in business operations." Carry out safety inspections and design follow-up visits for large-span public buildings. Consolidate the results of screening and rectification of safety hazards in rural housing, establish a regular inspection mechanism for rural housing safety, and actively respond to the challenges to rural housing safety brought by the large-scale return of rural populations and the increase in gathering activities during the Spring Festival; in particular, for temporary gathering venues set up for wedding banquets and banquets, assign dedicated personnel to conduct key inspections and promptly handle any problems found. Strengthen the management of shared property areas and shared facilities and equipment.

After an earthquake disaster occurs, promptly activate the emergency response mechanism in accordance with regulations, and solidly carry out emergency assessment of buildings after the earthquake and emergency repair and rush repair of municipal facilities. Pay close attention to the impact of extreme cold weather and disasters such as rain, snow, and freezing on work safety, strengthen risk reminders and safety publicity, improve the emergency rescue system, establish and improve emergency rescue teams, and prepare sufficient rescue vehicles, equipment, and various emergency rescue materials.
