On January 16, the 2024 Gansu Provincial Transport Work Conference was held in Lanzhou. The conference comprehensively summarized the work of 2023, analyzed and assessed the situation, and systematically deployed the work for 2024. Liu Peng, Party Secretary and Director of the Provincial Department of Transport, delivered the provincial transport work report.

The conference noted that in 2023, under the strong leadership of the Gansu Provincial Party Committee and Provincial Government and with the vigorous support of the Ministry of Transport, the Gansu provincial transport system carried out thematic education in depth, focused on the "Four Strong" action, did a good job in the "Five Quantity" article, and completed 10 landmark tasks: signing the ministry-province cooperation agreement among the first batch nationwide, planning and implementing the "Three Major New Expressway Corridors," adding expressway access to 8 counties including Tongwei and Huachi, successively building more than 10,000 kilometers of hardened roads connecting natural villages and village groups, applying for 8 additional pilot projects for building a transport powerhouse on top of the existing 5, proactively striving for projects and funding with notable results, issuing the "Gansu Provincial Highway Regulations," resuming flights at Tianshui and Xiahe airports, effectively resolving longstanding issues in major transport and logistics projects, and orderly and effectively responding to snow removal and traffic smoothing, the Xiahe mudslide, and emergency rescue work following the Jishishan County earthquake, thereby providing solid and powerful transport service guarantees for the province's economy to start high and move steadily and continue to improve. The achievements in provincial transport development over the past year were hard-won.

The conference emphasized that 2024 is the 75th anniversary of the founding of New China and also a crucial year for promoting high-quality development of provincial transport. The Gansu provincial transport industry must adhere to the general principle of seeking progress while maintaining stability, fully, accurately, and comprehensively implement the new development philosophy, serve the acceleration of building a new development pattern, coordinate high-quality development and high-level security, anchor the goal of "striving to be first in the Northwest and creating a first-class nationwide," intensify implementation of the "Four Strong" action, deepen and substantiate the "Five Quantity" article, fully implement the ministry-province cooperation agreement, strive to advance the pilot tasks for building a transport powerhouse, plan and implement the construction of the "Three Major New Expressway Corridors," focus on doing all work well in enhancing vitality, preventing risks, stabilizing expectations, ensuring smooth flow, reducing costs, and improving quality and efficiency, accelerate the building of a safe, convenient, efficient, green, economical, inclusive, and resilient sustainable transport system, promote effective qualitative improvement and reasonable quantitative growth in transport, and serve as a pioneer in advancing the Gansu practice of Chinese-style modernization.

The conference required that in 2024, the Gansu provincial transport industry must view matters dialectically, plan scientifically, and work pragmatically. It is necessary to correctly view the situation faced, effectively enhance confidence and resolve in promoting high-quality transport development. It is necessary to scientifically plan the "Six Articles": focus on networking, filling gaps, and strengthening chains to do a good job in the "planning development" article; focus on effective transport investment to do a good job in the "planning projects" article; focus on breaking bottlenecks and constraints to do a good job in the "planning reform" article; focus on transforming the development mode to do a good job in the "planning innovation" article; focus on the people's needs for better travel to do a good job in the "planning livelihood" article; and focus on the direction of the whole society running transport to do a good job in the "planning cooperation" article. It is necessary to anchor and complete nine key objectives and tasks. First, go all out to grasp transport project construction, complete 350 kilometers of 8 expressways (first-class highways) including S60 Zhuoni to Hezuo, advance the construction of comprehensive passenger transport hubs such as Lanzhou Zhongchuan International Airport and Lanzhou West Railway Station, and accelerate post-disaster recovery and reconstruction projects in Jishishan. Second, concentrate efforts on improving the quality of highway construction and maintenance, strengthen project construction management, improve highway maintenance levels, and strengthen road area environmental governance. Third, continue to promote the construction of "Four Good Rural Roads," build more than 2,000 kilometers of newly hardened roads connecting natural villages and village groups, and advance the integrated development of rural passenger, freight, and postal services. Fourth, comprehensively improve the level of road transport services, accelerate the transformation and development of road passenger transport, promote cost reduction and efficiency improvement in freight services, and enhance the people's high-quality travel service experience. Fifth, unswervingly advance transport scientific and technological innovation and accelerate the construction of smart transport and green, low-carbon transport. Sixth, continuously improve industry governance capacity and advance reform in key areas of transport. Seventh, deeply advance the pilot construction of a transport powerhouse, accelerate substantive results in the first batch of 5 pilot tasks, promote the implementation of 8 newly added pilot tasks including rural highway disaster damage insurance, and vigorously promote the development of the roadside economy. Eighth, make great efforts to promote high-level safety construction, strengthen industry safety production supervision, and strengthen the construction of the emergency management system and capacity. Ninth, deeply advance full and rigorous Party self-governance, strengthen the building of the cadre and talent ranks, do a good job in transport publicity, ideological, and cultural work, and demonstrate new momentum and new achievements in promoting high-quality transport development.

The conference emphasized that as the year-end and the beginning of the new year approach, the Gansu provincial transport industry must make every effort with the greatest capacity, the most practical measures, the best condition, and the optimal service to do a good job in Spring Festival travel service guarantees. It is necessary to care for key groups with heart and emotion so that workers still toiling away outside can spend the festival warmly. It is necessary to effectively carry out work in safety production, emergency duty, and ensuring smooth traffic and logistics, and ensure that the transport road network remains unobstructed. 

At the meeting, the Lanzhou Municipal Transport Commission, the Qingyang Municipal Transport Bureau, the Provincial Highway Development Center, the Provincial Highway Aviation Tourism Group, the Provincial Civil Aviation Airport Group, and the Provincial Public Transport Construction Group exchanged speeches on topics including the "Strong Provincial Capital" comprehensive transport campaign, the "Safe Century Quality Project," and improving industry governance results.
