According to the press conference on Hebei Province's efforts to advance high-quality development of transportation, held recently by the Information Office of the Provincial Government, in 2023 the Hebei transportation system focused on projects and expanding investment, resolutely implemented the major transportation infrastructure construction actions deployed by the Provincial Party Committee, and completed transportation investment of 104 billion yuan for the year, setting a new high for the 14th Five-Year Plan period. The growth rate of highway and waterway investment ranked among the highest in the country.
Responding to the flood and fighting hard to rescue and relieve, Hebei Province restored flooded highways within one and a half months and completed recovery projects within three months. A total of 3,139 reconstruction projects were brought under ledger-based management and advanced with high efficiency.
Developing toward the sea and striving to strengthen the province through the sea, Hebei Province proactively integrated into the joint construction of the Belt and Road, optimized coal, stabilized minerals, expanded containers, and increased oil and gas, striving to promote high-quality port development. In 2023, the province's port cargo throughput reached 1.35 billion tons, a record high, of which Tangshan Port exceeded 800 million tons for the first time, ranking second among coastal ports in the world.
Accelerating development while connecting with and serving Beijing and Tianjin, Hebei Province eliminated more than 20 administrative barriers and institutional obstacles in 2023. Customized express buses run smoothly between Beijing and Hebei. A number of connecting highway projects were completed, and one-hour highway access between Beijing and Xiong'an has become a reality.
Implementing the policy of free highway passage for tourist charter buses on weekends and holidays, in 2023, 745,000 trips of tourist charter buses passed free through Hebei's highways, and relevant units waived 117 million yuan in vehicle tolls, helping "So Close, So Beautiful, Weekend in Hebei" become a new trend.
In 2024, Hebei Province plans to complete transportation investment of 110 billion yuan, the highest planned investment in history, up 6.3 percent year on year. A total of 192 kilometers of expressways will be completed, reaching 8,613 kilometers; 206 kilometers of ordinary trunk highways will be completed, reaching 20,600 kilometers; and 6,000 kilometers of rural roads will be built or upgraded, reaching 183,000 kilometers. Ports will add 2 berths, reaching 259; and add 3.6 million tons of throughput capacity, reaching 1.189 billion tons. A total of 304 kilometers of local railways will be built. Three airports will be built.
In 2024, Hebei Province will complete six sections of expressways including Chengping and Qintang. For ordinary trunk highways, 11 sections will be completed, including the reconstruction of the G307 Jinzhou bypass section. For ports, 19 projects will be built, including the first phase of the crude oil terminal in the bulk cargo port area of Huanghua Port. For local railways, projects such as the Beijing-Xiong'an Express Line and the Shijiazhuang-Hengshui-Cangzhou-Huanghua Intercity Railway will be built. For civil aviation, construction of the Hebei Airlines Daxing Airport operating base and general airports in Weixian and Xingtang will be accelerated.
To improve transportation service levels, Hebei Province will solidly advance the integrated development of old and new forms of passenger transport, regulate the business practices of ride-hailing aggregation platforms, and carry out comprehensive reform pilots for the transformation and upgrading of the taxi industry. It will strengthen public transport priority, focus on developing micro-circulation buses, customized buses, and "bus + tourism" models, promote the extension of urban bus routes to rural areas, and push areas with the necessary conditions to achieve full-area public transport. It will promote efficient logistics into cities and convenient access to villages.
Advancing Beijing-Tianjin-Hebei connectivity, in 2024 Hebei Province will continue to densify and upgrade the trunk highway network, complete projects such as the new G109 expressway, coordinate with Beijing to accelerate the construction of connecting projects such as Changshuang Road, and jointly advance preliminary work on projects such as the Tanglang Expressway with Tianjin.
Advancing Xiong'an's internal connectivity and external access, Hebei will continue to work hard on opening up the "major arteries" and smoothing the "capillaries," start construction of the second phase of the Beijing-Xiong'an Expressway, and push for the second phase of the Rongwu New Line Expressway to meet construction conditions as soon as possible.
Actively and steadily using clean equipment, in 2024, among newly added and updated buses in Hebei Province, the proportion of new energy vehicles will be no less than 90 percent; among newly added and updated taxis, the proportion of new energy vehicles will be no less than 40 percent.
Focusing on the urgent difficulties and anxieties of the people, in 2024 Hebei Province will implement six major projects: rural road improvement, expressway connectivity, trunk highway condition improvement, dangerous and old bridge reconstruction, travel service improvement, and the "Safe Watch" for truck drivers, continuously building livelihood transportation.
