Recently, it was learned from the Seventh Plenary Session of the 11th Weixian County Party Committee that in 2024, Weixian County will highlight the development of the real economy, urban construction, and rural revitalization to continuously advance high-quality development.

　　Sounding the main theme of "vigorously developing industry and projects, and pursuing large and high-quality projects." Focusing on project construction is the lifeline of high-quality economic development. Weixian will vigorously carry out the "Year of Breakthroughs in Investment Promotion and Project Construction" campaign and clearly define the "2116" investment promotion targets and the "14321" project construction targets. It will accelerate the establishment of a new "eight-in-one" investment promotion framework that utilizes platforms and agencies, relies on industrial chains, and employs stationed small teams and all-staff, all-region participation. The county will focus on implementing the "Ten, Hundred, Thousand" project: concentrating on building a batch of enterprise projects with output value exceeding 1 billion yuan, one to two industrial clusters with output value exceeding 10 billion yuan, and a batch of enterprise projects with tax revenue exceeding 10 million yuan. It will actively build a "246" modern industrial system, highlighting the two leading industries of high-end equipment manufacturing and new materials, developing four industrial ecosystems—high-end equipment manufacturing, new materials, renewable resource recycling, and food processing—and creating six industrial chains: new energy, new materials, renewable resource recycling, food processing, special vehicle manufacturing and auto parts, and high-end fasteners. For each industrial chain, the county will scientifically draw up "four maps and four lists": a technology roadmap, application scenario map, regional distribution map, and industrial investment map, as well as a list of key production enterprises, a list of core supporting enterprises, a list of risks of broken chains and supply interruptions, and a policy list. It will strengthen chain supplementation, extension, and reinforcement, and promote industrial clusters to "string beads into a chain" and "gather chains into momentum." The Economic Development Zone will adhere to its functional positioning of developing the real economy, concentrate resources and factors, innovate systems and mechanisms, build itself into a growth pole for high-quality development, and continuously enhance the comprehensive carrying capacity and attractiveness of projects.

Each unit will designate one-third of its staff to go out for investment promotion, one-third to work in the office, and one-third to carry out the "three striving" efforts—striving for pilot programs, policies, and funds. Learning from and applying the experience of the "Ten Million Project," the county will focus on implementing the "12666" rural revitalization project: creating a national demonstration county with rural revitalization characteristics, accelerating the construction of a "40+60+X" beautiful and harmonious rural spatial pattern with observations every six months; building the Pear Blossom Valley beautiful and harmonious rural construction demonstration zone and the Weixian *** modern agricultural park; advancing the "six alls," deepening all-region treatment of groundwater overexploitation, all-region construction of high-standard farmland, all-region hardening of field roads, all-region improvement of rural living environments, all-region water body treatment, and all-region safeguarding of bottom lines (the bottom line of farmland protection, the bottom line of food security, the bottom line of zero return to poverty and zero new poverty, and the bottom line of preserving and increasing the value of poverty alleviation assets); enhancing the "six empowerments," namely "finance + technology + e-commerce + branding + tourism + handicrafts," and building a batch of villages with distinctive handicraft industries; and creating six pilot zones for common prosperity and six relocated poverty alleviation communities in ex-situ relocation.
