Notice on Issuing the List of the First Batch of Key Construction Projects of Henan Province in 2024

To the People's Governments of All Provincial-Administered Cities, the Jiyuan Demonstration Zone and Airport Economy Zone Management Committees, and Relevant Provincial and Central Units Stationed in Henan:

With the approval of the Provincial Leading Group for Key Project Construction, the list of the first batch of provincial key construction projects for 2024 is hereby issued to you. The first batch of provincial key construction projects this year comprises 520 projects, with a total investment of approximately 2.1 trillion yuan and an annual planned investment of approximately 583 billion yuan. As the top priority across all industries and sectors, this batch of projects focuses on the primary task of high-quality development, closely follows the anchoring of the "Two Guarantees," continues to implement the "Ten Strategies," and coordinates the advancement of the "Ten Major Constructions." They are key measures for vigorously developing new quality productive forces, accelerating the extension and upgrading of chains in traditional industries, the supplementation and strengthening of chains in emerging industries, and the establishment and completion of chains in future industries. They are a powerful lever for actively and steadily advancing carbon peaking and carbon neutrality and achieving sustainable development, and they are a major vehicle for improving the infrastructure network and enhancing the people's sense of happiness and fulfillment.

All localities and relevant units shall, in accordance with the deployment of the Provincial Party Committee and the Provincial Government, firmly establish the concept of "projects as the king," proceed from projects, drive through projects, and support with projects, continuously improve the coordination and advancement mechanism for key projects, implement the approach of provincial, municipal, and county-level leaders taking the lead in advancing projects, and take the initiative and act proactively in approval services, factor guarantees, progress scheduling, and problem coordination, so as to provide a high-quality construction environment for key projects to start construction, proceed with construction, and be put into operation (and achieve results) at an accelerated pace, thereby laying solid project support for the complete fulfillment of the annual targets and tasks.
