Since 2023, the Real Estate Market Supervision Department of the Ministry of Housing and Urban-Rural Development has resolutely implemented the decisions and arrangements of the CPC Central Committee and the State Council, and in accordance with the deployment requirements of the Ministry's Party Leadership Group, made every effort to carry out various real estate tasks, boosting confidence, preventing risks, and promoting transformation, so as to promote the steady and healthy development of the real estate market. It took the lead in studying real estate policies and, together with relevant departments, introduced policy tools such as "recognizing the home but not the loan" (mortgage eligibility based on home ownership rather than loan history), lowering down payment ratios and interest rates, extending the implementation of individual income tax support for residents swapping to new homes, and reducing intermediary fees for second-hand home transactions. It guided local governments to stabilize the market in accordance with city-specific conditions, one city one policy, and precise measures, which produced positive results. It solidly advanced the work of ensuring the delivery of pre-sold homes; of the 3.5 million units under the special loan program for ensuring housing delivery, more than 3 million have been delivered, driving a 17.9% year-on-year increase in national completed housing floor area, stabilizing market expectations and safeguarding the legitimate rights and interests of homebuyers. It organized and carried out the "Strengthen Property Management, Build Beautiful Homes Together" activity, and 3,939 residential communities were selected as "Beautiful Homes."

　　In 2024, the Real Estate Market Supervision Department of the Ministry of Housing and Urban-Rural Development will, in accordance with the deployment of the National Housing and Urban-Rural Development Work Conference, continue to adhere to the principle that houses are for living in, not for speculation, adapt to the new situation of major changes in the supply-demand relationship of the real estate market, stabilize the market, prevent risks, and promote transformation, build a new model for real estate development, and promote high-quality development of real estate.

　　First, stabilize the real estate market. Adhere to city-specific policies, one city one policy, and precise measures, support cities in adjusting real estate policies in light of local conditions, and meet rigid and improvement housing demand.

　　Second, continue to do a good job in ensuring housing delivery, safeguarding people's livelihood, and maintaining stability. Together with relevant departments, promptly study and resolve the difficulties and problems encountered in advancing the work of ensuring housing delivery, implement the principal responsibility of enterprises and the territorial responsibility of cities, and ensure completion of the task of ensuring housing delivery. At the same time, strengthen supervision of pre-sale funds to prevent new delivery risks.

　　Third, prudently handle risks of real estate enterprises. Continue to cooperate with financial management departments, ensure the implementation of various financial support policies, meet the reasonable financing needs of real estate enterprises of different ownership types without discrimination, support real estate enterprises with temporary funding chain strain in resolving short-term cash flow tightness, and promote their return to normal operations.

　　Fourth, crack down hard on disorder in the real estate market. Rectify chaos in real estate development, transactions, intermediaries, property management, and other areas, seriously investigate and deal with all kinds of illegal and non-compliant acts, and effectively safeguard the legitimate rights and interests of the people.

　　Fifth, focus on building a new model for real estate development. Together with relevant parties, advance supply-side structural reform in the housing sector, improve the "security + market" housing supply system, establish a new mechanism for linking the factors of "people, housing, land, and money," improve the foundational systems covering the entire life cycle of housing from development and construction to maintenance and use, implement the construction of the "three major projects," work hard to build good houses, lead development and meet demand with high quality, new technology, and good services, and strive to ensure that "everyone has a home to live in, homes are occupied, and everyone lives in a good home."
