Recently, the 'Multi-Measurement Integration' information service platform for engineering construction projects in Qinhuangdao passed expert acceptance and officially began operation, marking a breakthrough in Qinhuangdao's deepening of the 'Multi-Measurement Integration' reform.

"In July 2023, our bureau, together with departments such as housing and urban-rural development and administrative approval, launched the 'Multi-Measurement Integration' reform in the field of engineering construction project permitting. We integrated 17 surveying and mapping tasks involved in the entire approval process from project initiation to completion. According to the purpose of surveying, the surveying tasks were consolidated into three stages: the project initiation, land use planning and permitting stage; the engineering construction permitting and construction permitting stage; and the completion acceptance stage. In each stage, a single surveying entity is commissioned to complete the surveying in one go, thereby improving surveying efficiency and the reuse rate of results. After the reform, the number of surveying commissions for engineering construction projects has been reduced from a maximum of 17 to 3," said Gao Hongguo, member of the Party Leadership Group and Deputy Director of the Qinhuangdao Municipal Natural Resources and Planning Bureau. The 'Multi-Measurement Integration' information service platform project for engineering construction projects in Qinhuangdao completed project initiation in early August 2023, went online for trial operation and passed preliminary acceptance at the end of November, and was extended and deployed to counties and districts in early December, achieving the province's first integrated city-county 'Multi-Measurement Integration' reform.

During the reform process, Qinhuangdao successively issued documents including the 'Implementation Plan for the "Multi-Measurement Integration" of Engineering Construction Projects in Qinhuangdao', forming unified standards across the city. On this basis, Qinhuangdao began building the 'Multi-Measurement Integration' information service platform for engineering construction projects. Through centralized deployment, the platform achieved centralized management of data from all counties and districts and unified data sharing, forming a working mechanism of comprehensive municipal supervision, county and district level control, and upper-lower linkage for 'Multi-Measurement Integration'. The platform emphasizes the concept of 'different user roles using different functional modules' and has built eight subsystems, including the 'Multi-Measurement Integration' online service hall, surveying operation management, surveying results management, and surveying production software.

"In addition to the Natural Resources and Planning Bureau, administrative approval and housing and urban-rural development departments can also view and use the data in the platform," said Gao Hongguo. The new platform is connected to Qinhuangdao's government service platform, engineering construction project approval and management system, and real estate registration business system, enabling data sharing among all levels, departments, and businesses in engineering construction project approval and real estate registration. It establishes a surveying results confirmation model of 'one-time submission, parallel review, automatic warehousing', and achieves automated and networked operation of project commissioning, results submission, feedback, review and warehousing, shared application, and quality supervision.

During business processing, after entering the 'Multi-Measurement Integration' online service hall, project construction units can click on the intention publishing module, connect to the 'Engineering Construction Project Approval and Management System' to obtain the project number, fill in project information, select surveying items, and upload required materials as required. They can submit measurement intentions to multiple or a single surveying service agency for intention publishing or direct commissioning.

"We have established a credit management and comprehensive evaluation mechanism for surveying service agencies, automatically implementing credit grading and classification management for surveying service agencies. Based on the number, amount, category, performance, quality evaluation, and social response of projects undertaken, comprehensive evaluations are conducted and dynamically displayed, making it convenient for construction units to choose references independently," said Gao Hongguo. This function in the platform will ensure that construction units select their desired surveying service agencies.
