Recently, it was learned from the Chongqing Municipal Development and Reform Commission that in 2023, municipal-level key livelihood projects completed a total investment of 29.1 billion yuan, a year-on-year increase of 52%, with an investment progress of 123.5%. Among them, investment completed by social investment projects increased by approximately 4 billion yuan year-on-year, injecting vitality into shoring up weak areas in people's livelihood. From the perspective of how project construction drove development in various fields, the main achievements were the "three betters."

Promoting more balanced educational resources

In 2023, municipal-level key projects in the education sector completed an investment of 17.54 billion yuan, a year-on-year increase of nearly 50%. Basic education, higher education, and vocational education projects "advanced side by side," further optimizing the allocation of educational facility resources.

Among them, basic education projects completed an investment of 6.88 billion yuan, with an investment progress of 132.1%, and 13 projects successively completed their main structures. Yubei Konggang Experimental Middle School invested 850 million yuan and has now been completed and put into use. The campus can accommodate about 5,000 students and has successfully built more than 20 intelligent systems, including smart classrooms, to better meet the enrollment needs of school-age students in the Konggang area. The Maizishan campus of Jiulongpo Caiyunhu Primary School plans to officially enroll students in spring 2024, with a scale of 60 classes and 3,000 school places, further easing enrollment pressure in surrounding areas.

Higher education projects completed an investment of 4.14 billion yuan, a year-on-year increase of 30.4%. The Yangtze River Ecological and Environmental College completed a total investment of 780 million yuan in 2023. Some buildings in the teaching area and dormitory area have entered the stages of interior decoration and mechanical and electrical equipment installation. After being put into use, it will cultivate more professional talent for the development of related disciplines such as environmental science and engineering and ecological engineering. In the expansion project of Chongqing Three Gorges Medical College, five individual buildings have achieved main structure topping-out. The campus plans to establish colleges for rehabilitation, pharmacy, and medical technology, providing better teaching and practical training venues for more than 9,000 teachers and students.

Promoting fairer health services

In 2023, municipal-level key projects in the health sector completed an investment of 10.74 billion yuan, a year-on-year increase of 62.2%, with an investment progress of 134.7%. Fourteen projects, including the Phase I project of the Chongqing Hospital of the First Affiliated Hospital of Guangzhou University of Chinese Medicine and the Phase II project of the Chongqing Disabled Persons' Rehabilitation Center, started construction, involving a total investment of about 9 billion yuan.

Over the past year, health sector projects actively expanded effective investment and generated more physical work volume. At present, the main structure of the Chongqing Hospital of Union Hospital, Tongji Medical College, Huazhong University of Science and Technology has been topped out. The project plans 1,500 beds and will shore up the shortcomings of medical resources in Longsheng New City and enable residents to access high-level medical services nearby. The Dadukou District Hospital of Traditional Chinese Medicine has been completed; the Xituo Branch of Shizhu County People's Hospital and the Health Care Comprehensive Building of Qianjiang National Hospital have had their main structures topped out. After these projects are put into use, they will enhance regional medical service capacity and level and provide the public with higher-quality health services.

Promoting stronger livelihood security

In 2023, nine municipal-level key projects in the employment and social security field completed a cumulative investment of 800 million yuan. Focusing on improving employability, the Chongqing Health Care High-Skilled Talent Training Base and Elderly Care Center advanced rapidly, with annual planned investment progress reaching 155.6%. The project's green construction and quality and safety work received municipal-level commendation. After completion, it will focus on the two cores of vocational education and elderly care, base itself on nine major functions such as employment guidance and industry-education integration, and provide talent support for the high-quality development of the health care industry. Focusing on improving security capacity, the Tongliang District Emergency Support Base project has been completed and put into use, and the Liangping High-tech Zone Comprehensive Firefighting Base has smoothly started construction. Projects are advancing in an orderly manner, steadily improving the region's ability to respond to emergencies and risks.

A relevant person in charge of the Chongqing Municipal Development and Reform Commission introduced that next, the commission will strictly follow the work arrangements of the municipal party committee and municipal government, join hands with relevant municipal departments and all districts and counties, grasp the "small切口" of project construction, and strive to meet the "big needs" of people's livelihood.
