Recently, Hunan Province, the Xinjiang Uygur Autonomous Region, Beijing Municipality and other regions issued notices specifying that from November 10, 2023 to before the 2024 Spring Festival, a special winter campaign to eradicate wage arrears will be organized and carried out in various localities, and all verified wage arrears cases will be fully resolved before the 2024 Spring Festival and dynamically cleared, so that migrant workers receive their due wages in full and on time.

Hunan Province stated that the campaign will adhere to source prevention, systematic governance, punishment in accordance with the law, and centralized clearance of arrears, and will focus on implementing "ten measures" including strengthening the screening of risks and hidden dangers, unblocking complaint and reporting channels, carrying out special petition-receiving activities, strengthening labor inspection and diversified resolution through mediation and arbitration, strengthening judicial coordination, strengthening joint departmental punishment, and conducting work interviews, so as to concentrate on screening and resolving wage arrears risks and hidden dangers and handle wage arrears issues more efficiently. All verified wage arrears cases will be fully resolved before the 2024 Spring Festival.

During the campaign in Xinjiang, all localities will implement the "big data plus legwork" working method, comprehensively use information technology and other means, adopt dynamic online screening, joint on-site screening with industry departments, and strengthened screening of key areas, keep a close eye on key industries, key enterprises and key projects where wage arrears problems are prone to occur and recur, ascertain the true extent of wage arrears, and resolve them within a time limit. At the same time, all localities will further optimize channels for safeguarding wage rights, and competent industry departments will keep "green channels" open to facilitate migrant workers' quick access to rights protection.

In the special campaign, Beijing Municipality focuses on inspecting issues in projects under construction in the engineering construction sector, such as whether special wage accounts for migrant workers are opened in a timely manner, whether the tripartite agreement for account opening is standardized, and whether labor costs are allocated in a timely manner. It focuses on solving problems such as special accounts "not being used for their special purpose" and non-standard opening, clarifies the responsibility of general contractors for paying wages on behalf of subcontractors, and prevents at the source problems such as inadequate implementation of systems including payment of wages by general contractors on behalf of subcontractors and separate accounting of project payments and labor costs.

At the same time, for enterprises in processing and manufacturing, foreign trade, retail and other industries that owe wages due to reduced orders and declining profits, Hunan Province will both safeguard workers' rights and implement various burden-reduction and relief policies to help enterprises stabilize jobs and restore normal production. For enterprises that are temporarily unable to resolve wage arrears, wage deposits, emergency revolving funds or funds raised through other channels will be used to pay the arrears or advance basic living expenses, helping migrant workers overcome temporary living difficulties.

The Office of the Leading Group for Eradicating Wage Arrears to Migrant Workers in Xinjiang will strengthen work guidance and supervision over all localities and units, carry out joint guidance for key areas and key industries, and ensure that "three things are not let go": wage arrears problems that have not been verified are not let go, problems that have not been handled are not let go, and owed wages that have not been paid are not let go. It will increase punishment for illegal acts, maintain harmonious and stable labor relations, and build the project of ensuring migrant workers' peace of mind over wages into a brand of practical livelihood initiatives.

The human resources and social security department of Beijing Municipality will, together with relevant departments, carry out regular centralized petition-receiving activities, quickly and jointly handle wage arrears disputes appropriately, and effectively resolve difficult issues such as major wage arrears petition cases and wage arrears in enterprises facing operational difficulties. For real estate enterprises with relatively high wage arrears risks, it will adopt "one policy per project" to resolve them promptly and effectively with timely and effective measures, effectively leverage the fallback role of emergency revolving funds and emergency guarantee funds, and help migrant workers whose wages are in arrears solve temporary living difficulties.
