Good news keeps coming from Yuhang District's housing and construction industry: the "shortest time record" for construction enterprises from land acquisition to commencement has been repeatedly broken, and the business environment in the housing and construction sector has once again been improved and optimized. Behind these shining figures is the significant progress made by the Yuhang District Housing and Urban-Rural Development Bureau in advancing the "Three Integrity Rings" and the construction of the Clean Government Project.

The first ring — integrity through standardization, closely tied to the institutional ring. Through in-depth study, Yuhang Housing and Construction has done solid work in institutional development, formulating and issuing the "Implementation Plan and Three-Year Action Plan for Further Advancing the Construction of the 'Clean Government Project' in Yuhang District," revising five systems including the "Measures for Strengthening Safety Management of Suspended Platforms for High-Altitude Work in Building Construction," and thoroughly investigating problems in district-level government-invested projects in areas such as internal control management, project implementation, and quality and safety, identifying 178 problems through inspection. At the same time, Yuhang Housing and Construction signed integrity commitment letters with enterprises in construction, real estate, and property management, clearly defining the red lines in interactions between competent authorities and participating units, and building a "close and clean" relationship.

The second ring — integrity through digital intelligence, closely tied to the management ring. The Yuhang District Housing and Urban-Rural Development Bureau has focused on taking practical measures to improve supervision quality and effectiveness, adhering to a combination of advance prevention and full-process tracking of results. "Zheli Jian" smart foundation pit monitoring, the district smart construction site platform... a series of digital reform achievements have been applied to project management. Through all-time monitoring, clarifying on-site job responsibilities, and standardizing construction processes, relevant risks are prevented before they occur.

The third ring — integrity through supervision, closely tied to the inspection ring.
