Bidding Announcement for WHJLNTZ-1 Section of the Investor for the Jiangxia to Liangzi Lake Section (South Section) of the Wuhan Metropolitan Area Ring Expressway Project

I. Project Overview

Construction location: Wuhan City, Hubei Province

The Jiangxia to Liangzi Lake Section (South Section) of the Wuhan Metropolitan Area Ring Expressway Project adopts a two-way six-lane expressway standard throughout, with a subgrade width of 34 m and a design speed of 120 km/h. It includes 5 interchanges (1 hub and 4 single trumpet-type), 1 service area, 53 culverts, 16 passages, 23 overpasses, 1 maintenance work area, 1 monitoring sub-center, and 4 ramp toll stations, with no special-structure bridges. The route starts on the south side of Xujiaqiao in Shanpo Subdistrict, Jiangxia District, connecting with the Hannan Yangtze River Bridge and its approach works of the Wuhan Metropolitan Area Ring Expressway, and ends south of Taihe Town in Liangzi Lake District, Ezhou City, where the Taihe South Hub Interchange is provided to connect with the Ezhou-Xianning Expressway. The total route length is approximately 36 km, with an estimated total investment of approximately RMB 8.4 billion.

Other:The actual construction content, scale, and total investment shall be subject to the approval of the competent government authorities.

Scope of bidding:Investor for the Jiangxia to Liangzi Lake Section (South Section) of the Wuhan Metropolitan Area Ring Expressway Project (to be constructed under the franchise model). After winning the bid, the investor shall, in accordance with the Company Law of the People's Republic of China and other relevant laws and policy provisions, establish a project company for the Jiangxia to Liangzi Lake Section (South Section) of the Wuhan Metropolitan Area Ring Expressway Project, and shall be responsible for the entire process of project planning, fund raising, construction implementation, operation management, debt repayment, asset management, and project handover, operating independently and bearing its own profits and losses. Upon expiration of the franchise period specified in the franchise agreement, the expressway, expressway ancillary facilities, land use rights, and relevant materials shall be handed over in accordance with the law as agreed in the franchise agreement.

Planned construction period:1,280 calendar days; planned commencement date: January 2024

Estimated contract value: RMB 8,400 million

II. Obtaining of Bidding Documents

All prospective bidders (in the case of a consortium bid, all members of the consortium) shall register on the Hubei Provincial Electronic Bidding and Tendering Trading Platform (hereinafter referred to as the "Electronic Trading Platform", the same below) and download the mobile version CA (Biao Zhengtong) or apply for a CA digital certificate (for specific operations, please refer to the "Electronic Trading Platform"—Service Guide—Trading Entity Registration Guide).

After completing registration, please log in to the "Electronic Trading Platform" via the Internet using the mobile version CA (Biao Zhengtong) or CA digital certificate from October 31, 2023 to 24:00 on November 6, 2023 (Beijing time, the same below), and download the bidding documents free of charge for the section to be bid.

III. Submission of Bidding Documents

Deadline for submission of bidding documents:09:30 on January 4, 2024

Bidders shall, before the bidding deadline, log in to the "Electronic Trading Platform" via the Internet using the mobile version CA (Biao Zhengtong) or CA digital certificate, select the section to be bid, and upload the encrypted electronic bidding documents. After the bidder completes the upload of the bidding documents, the "Electronic Trading Platform" will immediately issue an electronic receipt voucher to the bidder, and the submission time shall be based on the transmission completion time stated in the electronic receipt voucher.
