Recently, the Beijing Municipal Development and Reform Commission launched the collection of 2024 municipal key projects, with projects in scientific and technological innovation and modern industry, infrastructure, and livelihood improvement as the focus of application. Among them, the infrastructure category explicitly includes the post-disaster recovery and reconstruction projects for the Haihe River "23·7" basin-wide catastrophic flood.
Beijing's key projects serve as a stabilizer that guides social capital investment and supports the stable operation of investment across society. According to the requirements, the 2024 application projects should focus on the major decisions and arrangements of the Municipal Party Committee and Municipal Government and the city's key work, and comprehensively implement the "Five Key Initiatives": building an international center for science and technology innovation, building the "Two Zones", building a global benchmark city for the digital economy, leading new consumer and investment demand through supply-side structural reform, and promoting Beijing-Tianjin-Hebei coordinated development; they should conform to the capital's urban strategic positioning and functional layout, meet the requirements of high-quality development, and play a key, foundational, and strategic role in economic and social development.
The focus of project applications covers projects related to scientific and technological innovation and modern industry, infrastructure, livelihood improvement, and other key work of the Municipal Party Committee and Municipal Government.
Among them, scientific and technological innovation and modern industry projects mainly include major scientific facility platform clusters such as large-scale scientific facilities, advanced manufacturing projects such as integrated circuits, biomedicine, intelligent equipment, and new energy vehicles, and digital economy projects such as digital empowerment, smart cities, the metaverse, blockchain, and the industrial internet.
Infrastructure projects mainly include: airports; railways, suburban railways, and rail transit; highways and urban roads; station-city integrated transportation hubs; transportation infrastructure supporting projects such as bus stations, parking facilities, and utility tunnels; "dual carbon" projects such as energy, new energy, and solid and liquid waste treatment facilities; new infrastructure projects such as 5G, the Internet of Things, artificial intelligence, computing power centers, and smart logistics; as well as the post-disaster recovery and reconstruction projects for the Haihe River "23·7" basin-wide catastrophic flood.
Livelihood improvement projects mainly include: affordable housing and talent communities; facilities for education, medical care, elderly care, culture, and sports; new consumer landmarks; landscaping; water conservancy projects; urban emergency support facilities; and urban renewal projects such as application-based lease termination for bungalows (courtyards) in the core area, renovation of old residential communities, renewal of inefficient industrial parks, renovation and upgrading of old buildings and traditional commercial districts, and improvement of urban public spaces.
It is reported that the 2024 key construction projects are divided into two categories: continued projects and planned newly started projects. Priority will be given to selecting continued projects that have been included in the city's 2023 key project plan and have not yet been completed that year to be converted into 2024 key continued projects.
