The reconstruction projects of 28 roads in Mentougou District, Beijing, have all commenced. Among the 28 roads at or above the county level, 8 projects—Lutuo Road, Shangyan Road, the Beijing-Kunming Line of National Highway 108, Shuanghuang Road, Dahong Road, Shidan Road, the Shidan Road Link Line, and Zhangma Road—which suffered relatively light damage and have a major impact on production and daily life, are scheduled to be completed before the end of December 2023. The 20 more severely damaged projects (National Highway 109, National Highway 234, Qingqian Road, Xia'an Road, Fuma Road, Zhaiyou Road, Zhaibai Road, Baihuashan Road, Zhaima Road, Shuangda Road, Miaofengshan Road, Huangling Road, the old line of Tanwang Road, the auxiliary line of National Highway 108, Nanzhao Road, Shangweidian Road, Junhong Road, Lingshan Road, Nanyan Road, and Sanwen Road) are scheduled to be fully completed before the end of May 2024.
According to the Mentougou Highway Sub-bureau of the Beijing Municipal Transport Commission, following the two phases of "restoring the lifeline" and "ensuring safe traffic flow," the reconstruction projects of the 28 roads affected by the extreme heavy rainfall have all fully commenced. Among them, 8 roads including Lutuo Road and Shidan Road will be completed by the end of 2023; the 20 more severely damaged roads are scheduled to be fully completed before the end of May 2024.
The reconstruction projects of all 28 roads have commenced
Driving on the roads in the mountainous areas of Mentougou, one can see busy construction workers everywhere. On National Highway 109, the road north of Danli Tunnel and on the east side of the Yongding River is under closed construction. This section was originally a one-way outbound lane of National Highway 109; due to the rainstorm and flood disaster, the roadbed was severely damaged, and the left shoulder and retaining wall were almost completely washed away. To prevent unauthorized entry by civilian vehicles, the traffic management department has set up guidance posts at the starting point of the section to direct passing vehicles to detour.
National Highway 109, from Junzhuang Bridge on the West Sixth Ring Road to the municipal boundary, totals 96.85 kilometers and lies entirely within Mentougou District. It is the main corridor into the deep mountainous areas of Qingshui, Zhaitang, and Yanchi in Mentougou, with numerous villages distributed along the route. Under the erosion of floods and geological disasters, about 15 kilometers of National Highway 109 were damaged.
At the construction site, people move about busily and machinery runs continuously. Just dozens of meters from the road is a river channel; between the riverbed and the road under repair is a rubble concrete retaining wall. The on-site construction manager explained that this section requires repair over a length of 360 meters, including reconstruction of the slope protection and retaining wall. Currently, 50% of the work on this section has been completed. In addition to tight schedules and heavy tasks, construction must also overcome difficulties such as high water levels during riverside operations and heavy traffic on surrounding roads.
Heating and water departments work intensively to ensure residents get through the winter
At the starting section of Qingqian Road, the roadbed has been "hollowed out" by flood erosion. Qingqian Road, with a total length of 17.1 kilometers, is an important road leading to Datai Subdistrict, and nearly 11 kilometers of it were damaged. Currently, rubble concrete pouring for the retaining wall is underway on site. "Rubble concrete is more solid and more flood-resistant than the mortar-laid rubble stone used in the original construction," the on-site manager explained.
To ensure residents stay warm through the winter, heating, water, and other departments are also working intensively. According to reports, the reconstruction projects involve many disciplines, and the repair sections are densely distributed; construction processes and disciplines overlap, and power and water works interfaces are interwoven, making organization and coordination highly difficult. To speed up construction, more than 400 workers on site work in shifts to ensure round-the-clock, uninterrupted construction.
The Mentougou Highway Sub-bureau is carrying out the road disaster relief and reconstruction projects in accordance with the overall approach of "basic recovery within one year, comprehensive upgrading within three years, and long-term high-quality development." Currently, more than 2,000 management and construction personnel and more than 400 sets of machinery and equipment have been put into use. The transport department reminds the public that, because temporary traffic diversion measures will be taken during construction, citizens are advised to pay attention in advance to notices about construction sections and to follow traffic guidance around construction areas to ensure safety.
8 roads including Shidan Road are scheduled to be completed before the end of the year
After the two phases of "restoring the lifeline" and "ensuring safe traffic flow," the Mentougou Highway Sub-bureau is now making every effort to advance post-disaster reconstruction, involving 28 roads at or above the county level. "As of now, 105,000 cubic meters of rubble concrete pouring for roadbed repair, 33,000 cubic meters of roadbed filling, and 175,000 cubic meters of roadbed excavation have been completed, accounting for 8% of the total project volume."
