Since the beginning of this year, in conjunction with the implementation of the "Three Grasps and Three Promotions" action, Dunhuang City has seized major policy opportunities, kept a close focus on current tasks, planned and reserved projects, optimized the service environment, sought project funding, and made every effort to advance the construction of key engineering projects.

Dunhuang City keeps a close focus on its objectives and tasks, studies and formulates support policies and task lists for various sectors by field, and adopts working mechanisms such as early-warning monitoring, project responsibility assignment, on-site enterprise assistance, regular consultation, and assignment and supervision, promoting the implementation of the target task of a 20% growth rate in fixed asset investment with strong measures.

Fully implement all tasks of the "Year of Breakthrough in Optimizing the Business Environment" action, continue to carry out "Three Reductions and One Optimization," create a convenient and efficient business environment, and continuously improve the satisfaction of enterprises and the public. Strictly implement the negative list for market access and promote the universal implementation of "entry unless prohibited." Adhere to departmental coordination, consistently carry out the scheduling of the "Four Lists," coordinate the guarantee of project element services, focus on resolving the difficult problems existing in project construction, and implement promotion mechanisms such as centralized commencement, leadership responsibility assignment, and dedicated task force advancement, ensuring that Jiuquan City key investment projects and Jiuquan City listed major projects commence on time and complete investment plans as scheduled. Up to now, 64 of Jiuquan City's key investment projects have resumed or started construction, completing an investment of 2.691 billion yuan; 6 of Jiuquan City's listed major engineering projects have resumed or started construction, completing an investment of 361.7 million yuan.

Dunhuang City has always regarded overall planning as the primary task of fund application and securing work, and comprehensively coordinates the reservation, inclusion in the database, project approval, application, and construction of various investment projects. In 2023, Dunhuang City planned and reserved 243 projects with an estimated investment of 123.5 billion yuan. It planned and reserved 192 investment promotion projects for 2024 with an estimated investment of 87.4 billion yuan. In accordance with policy guidance, it actively organized various towns and departments to improve the preliminary work of design and feasibility study approval for a batch of projects in fields such as agriculture and water conservancy, social undertakings, transportation, and infrastructure, and formed the "Dunhuang City 2023 List of Projects Planned to Advance Preliminary Work" to ensure that there is always a batch of projects with relatively mature conditions for commencement that can be launched at any time, and to actively seek support from more central and provincial budgetary funds and local government bond funds.

Dunhuang City attaches great importance to this and, in the spirit of being able to fight tough battles, organized business personnel to work overtime continuously, thoroughly study and understand the spirit of policy documents of the national, provincial, and municipal levels, and quickly organized and submitted a batch of projects with mature preliminary work, capable of commencing construction within the year, and with local supporting funds in place. Up to now, a total of 44 projects have been applied for, with a total investment of 5.54 billion yuan. Among them, there are 23 central and provincial budgetary investment projects with a total investment of 2.58 billion yuan; and 2 batches totaling 21 local special bond projects with a total investment of 2.96 billion yuan.

Dunhuang City focuses on recommending livelihood projects represented by the Dunhuang International Medical Center construction project, the Dunhuang City Urban Sports Park construction project, and the Dunhuang City Fourth and Fifth Kindergarten construction projects. Up to now, a total of 282.69 million yuan in funds has been secured, with 14 projects worth over 100 million yuan. Among them, there are 8 central and provincial budgetary and major project preliminary fund projects, applying for 156.69 million yuan; and 6 local government special bond projects worth over 100 million yuan, with 126 million yuan of funds implemented, leveraging 920 million yuan in fixed asset investment, effectively promoting the city's economic and social development.
